CEO for municipal water district. Managed daily operations, customer service and budget. Full treatment and distribution operation including direct oversight of construction inspections, fleet maintenance, infrastructure and facility maintenance and repairs.

Adams County, Co

Chief Elected Official for county with 1,000 employees and $500M budget. In collaboration with the board of county commissioners led the development of strategic initiatives for Adams County and worked effectively with policy makers and senior staff on operational procedures and innovative policy initiatives. Final budget and land use approval. Chaired the 3-year negotiations for an historic economic development agreement between Denver and Adams County, resulting in the first multi-million dollar tax revenue-sharing agreement of its kind in Colorado. Launched reform measures in finance and purchasing operations that resulted in a “Sunny” award from the Sunshine Review for government transparency. Reorganized the commissioners’ office and hired an almost entirely new senior staff while expanding the board to five members through a successful ballot initiative.

Thornton, Co

Chief Elected Official of an organization of more than 1,000 employees and budget in excess of $200 million. Budget oversight, land use approval, and public policy authority. Chaired special authorities including Water Utility Board, Urban Renewal Authority, and Environmental Services. Negotiated with the school district on a land sale and purchase swap while consolidating school and city public works operations into a joint facility that saved both entities millions in annual operating cost. Founded NATA in, the first coalition of its kind in the north metro area, to lobby and advocate for transportation funding. Following severe 2002 drought, worked with team of staff and councilmembers to create a new water sustainability program including updates to the development code, programs for incentives to save water, and tiered water rate billing to incent customers to use less irrigation water.

Directed marketing for $70 million on-line direct to consumer nutritional supplement products.

As one of the first three employees and key corporate officers, worked to create and grow a consumer identity theft protection subscription service from zero into a multi-million dollar operation in only 18 months, resulting in an IPO. Created new marketing programs that led to the acquisition of 150,000 customers through website, print, short form and long-form television, radio and on-line display creative. Managed operations for customer service, including the hiring and development of an in-house customer service center and the management of out-source vendors. Wrote in-bound customers service, sales and “save” scripts. Managed the database development team for reporting, customer service, credit-card processing and fulfillment.

Launched and nurtured three startup consumer product businesses, Software Treasures, E Power and Profits, and Power Software Club, as owner and consultant. Resulted in $300K in annual sales while managing customer acquisition and retention as well as operations for customer service, fulfillment and sales.

Developed marketing programs and strategies to increase customer lifetime value and retention and acquire new customers for this $120M direct to consumer computer learning company. Developed new programs to enhance subscription benefits through special offers, including in-bound call center “save” program, in-package offers, outbound communication, and package redesign. Created and tested dozens of new product offers to increase lifetime value through cross-sells, including highly successful Software Savers subscription product, resulting in more than 30% increase in company revenue. Formed key external business relationships with call centers to develop new channels for customer acquisition.

Founded marketing and consulting company that provided marketing services to small business and produced a profitable series of advertising coupon books.
