PANOW partners with care providers, hospitals, clinics, and other community-based organizations to address the health care system’s limitations with solutions that connect the most vulnerable in our community to the care and services they need, helping them get healthy and stay that way.

Serve as executive leader for CareOregon's Medicaid subsidiaries and contracts, including the management and support of executive teams for these lines of business. Lead adaptive enterprise-wide strategic planning process. Provide executive sponsorship of all Quality Assurance activities, including enterprise and line of business goal setting, performance oversight, and priority alignment.- Lead all aspects of legal affairs for CareOregon and its affiliated entities, including legal interpretation, managing outside counsel, mergers and acquisitions negotiations, contracting, and delegation oversight- Oversee Tribal Care Coordination Program with the nine federally-recognized Tribes and the Urban Indian Program, including the establishment of an Indian Managed Care Entity (IMCE)- Built and maintain the internal functional committee structure for matrixed management

Strategically lead all aspects of legal affairs on behalf of CareOregon, CareOregon Advantage (Medicare), CareOregon-affiliated Coordinated Care Organizations (Medicaid), and other CareOregon partner organizations. Areas of responsibility and oversight include Legal & Contracting, Audit & Compliance, Strategic Planning, Change Management, Project Management, Process Improvement, Business Partnerships, and Governance.Key areas of oversight include:- Board relations and governance requirements for CareOregon's Board of Directors, and the Boards of Directors for all CareOregon-affiliated organizations- Contract oversight and administration for Medicare and Medicaid contracts, as well as all delegation agreements, vendor contracts, and consulting agreements- Enterprise-wide strategic planning- Internal audit and compliance for all Medicare Advantage and Oregon Health Plan obligations- Government Relations, including legislative and regulatory affairs- Non-clinical strategic business partnerships, including the Tribal Care Coordination program and Non-Emergent Medical Transportation- Internal Change Management and Business Transformation (Project Management and Process Improvement)

Led CareOregon's Oregon Health Plan (OHP/Medicaid) program and the department that coordinated the administrative support and clinical leadership for four Coordinated Care Organizations (CCOs) (Columbia Pacific CCO, Health Share of Oregon, Jackson Care Connect and Yamhill CCO). Key areas of responsibility:- Development and execution of strategies to meet or exceed goals set by each CCO and help inform goal-setting process.- Collaboration with CCO executive leadership, external stakeholders, and CareOregon leadership and staff to ensure CCO goals and expectations are met or exceeded.- Participation in and promotion of community engagement activities and help execute on initiative identified in the CCOs' Community Health Improvement Plans.- Overseeing performance relative to financial targets, health outcome targets, and member experience targets, as well as regulatory or contractual obligations.- Ongoing engagement with OHA leadership regarding evolving CCO requirements.- Represent the CareOregon physical and dental health RAEs' interests in Health Share of Oregon meetings.- Chair the CareOregon Metro Steering Committee (comprised of representatives of the delivery systems in CareOregon's provider network that are also Health Share Member organizations).- Attend and staff other partner CCOs' Board meetings, as needed.

- Tracked proposed changes to state and federal regulations and statutes, as well as proposed budgetary changes to the Medicaid program. Led in interpreting regulations, statutes and state budgets, and worked with all departments to analyze how changes may impact internal operations.- Coordinated with all departments to assure efficient operation of the plan in compliance with state and federal laws and regulations- Regularly update senior management on policy-related or budgetary opportunities and risks.Worked with CareOregon lobbyists to ensure that CareOregon’s regulatory policy agenda informed and aligned with CareOregon’s legislative policy objectives. - Served as the primary contact between CareOregon and Oregon’s Executive Branch, including the Governor’s office, Oregon Health Authority (OHA), and Department of Consumer and Business Services (DCBS) staff; this includes participating in Division of Medical Assistance Program (DMAP) meetings, such as the Rules and Contracts Workgroup, and other agency-driven workgroups as required.- Identified CareOregon departments, programs or procedures affected by regulatory changes and recommended policy/procedure changes or additions to comply with regulatory updates.

Participated in the small start-up team that set up the legal entity and governance structure that became Health Share of Oregon and ultimately became certified to operate as a CCO in the Portland Metro region. Role focused on regulatory affairs, legislative issues and communications. Key contributions include writing and editing certification application materials, staffing executive stakeholder meetings, convening and facilitating large government relations stakeholder meetings, and developing legislative strategy and key communications materials.

Advised, analyzed, researched, and wrote on issues related to health and human services, environment and natural resources, budget and revenue, land use, and various constituent issuesServed as key legislative staff on the Healthy Oregon Act (SB 329) in 2007 and HB 2009, Oregon’s health care overhaul bill in 2009

Researched and worked with other Senators’ staff to develop Senator Wyden’s Healthy Americans Act, the SCHIP reauthorization, and regulation of Medicare AdvantageInvestigated constituent issues related to immigration, labor, education, and technology
