Erin will be leading strategic business development and developing expansion strategies for Federal/Civilian markets in US Regulated Industries at Microsoft.

Dr. Gallagher was part of the Mission Systems Engineering (MSE) service offering. As part of her role as a leader in MSE she led the group that is developing the expansion effort for MSE to grow the business from $40M to $200M annual revenue by 2022. She established account-wide architectures and processes to support 12-15% year over year targeted growth with gradually improving profit margins. This effort has required MSE to look beyond their current client spaces in DHS, Navy, and the Intelligence Community (IC) and into new white space Federal entities such as NASA, the Department of Transportation, and the Department of Commerce. These strategies leverage internal capabilities and Deloitte brand permission to expand into new spaces. She has developed the process to identify, qualify, and begin strategic capture of prospective contracts looking out to an 18-24 month horizon. Dr. Gallagher led the capture of the DHS Science & Technology SETA III competition. Dr. Gallagher provided support to clients across DHS to best determine how to leverage technology to achieve their mission objectives. She worked closely with clients to develop problem statements, identify possible solutions, and leverage modeling and simulation to demonstrate the best return on investment for security effectiveness. These models allow Federal clients to make quantitative, data driven decisions on the most high visibility topics. Dr. Gallagher is provided this support to Customs and Border Protection (CBP), the Transportation Security Agency (TSA), the Science & Technology Directorate (S&T), and the Federal Emergency Management Agency (FEMA).

In addition to her role as the lead contractor supporting the DNDO Assessments Directorate, Dr. Gallagher is the Deputy Lead for the entirety of the DNDO SETA support contract, leads the FEMA portfolio, test and evaluation business development, and other business development efforts for Schafer corporation.

Dr. Gallagher directly supports the Assessments Directorate (ASD) front office and manages the SETA support for the Test, Evaluation & Analysis, Studies & Assessments, and Operational Readiness Assessments divisions. In this role she is able to oversee the testing of rad/nuc detection sensors (characterization, performance and operational testing), pilots, red teaming, program assessments, the DNDO lessons learned process, and coordinates interagency relationships.

Dr. Gallagher was assigned to the Mission Management Directorate within DHS DNDO providing Science and Engineering Technical Assistance to the various Aviation programs within DNDO. She provided technical support and expertise for nuclear detection technologies and applications in complex aviation environments. Attended program reviews/site visits for the characterization of the varied aviation environments where nuclear detection equipment will be deployed for mission management programs. Responsible for managing characterization studies supporting developing preventive rad/nuc detection programs for commercial aviation, general aviation, and air cargo involving over Federal, State and local partners. Dr. Gallagher has engaged in working other program development efforts as part of the DNDO Solutions Development Process. Other responsibilities included developing strategic plans for improving capabilities for rad/nuc detection in the aviation environment, assisting in the budgeting process through the Integrated Planning Team (IPT), and providing support for the International General Aviation Working Group, co-chaired by the Transportation Security Administration and DHS Policy.

Dr. Gallagher was the Project Manager for the LLIS.gov project and responsible for overall management of the project, personnel performance, work products, and for meeting cost and schedule requirements. Dr. Gallagher also led the Target Capabilities List (TCL) Implementation Project for FEMA. She was also responsible for all strategic outreach and communications to all stakeholder groups and end users of the TCL.- Managed a team of 20 employees and contracts totaling $5 million.- Acted as the Project Manager for the LLIS.gov project and the Target Capabilities Implementation project.- Led development of project deliverables and delegates tasks among the project team.- Organized and provided on-site support to FEMA National Preparedness Directorate (NPD).- Provided project plans, progress reports, and monthly financial reports. - Managed project finances, project personnel, and sub-contractors. - Led strategic communications and outreach efforts to all stakeholder groups and end users for the NPD TCL Implementation Project.- Formulated business development ideas from past Federal experience in addition to predicting the future needs of the current client base.- Experienced in proposal writing, organizing proposal team, and working with all other aspects of BAE Systems involved in the proposal process.

- Acted as the Special Assistant to the Director of Policy and Program Analysis at FEMA- Acted as the DHS/FEMA representative on the United States Global Earth Observations Committee chaired by the White House Office of Science & Technology Policy, NASA and NOAA- Reviewed Agency-wide policies, as well as Departmental policies for scientific and environmental impact- Acted as an interagency liaison for Congressional information requests on various topics including nuclear threat preparedness, climate change, budget allocations, and private sector involvement in disasters- Planed and conducted meetings designed to bring interagency partners together in order to improve the outreach capabilities to rural coastal and farming communities before, during, and after disasters- Facilitated the reorganization of new FEMA to comply with the Post-Katrina Emergency Management Reform Act of 2006- Formulated a Climate Change Action Plan for FEMA to deal with the effects of climate change both in its programmatic operations and policy in coordination with federal, state, and local partners and research institutions- Acted in an advisory position in developing and reviewing policies for FEMA as an overall organization and in multiple program areas

- Used anaerobic and aseptic sampling techniques to determine the degradation of nitroaromatic compounds in enrichment cultures through molecular and kinetic analysis- Anaerobic microbial culturing and characterization using light and epifluorescence microscopy- Trained in using HPLC, GC/MS, IC, and ABI Gene Scan instruments and associated analytical software- Developed novel methods for the use of "carrier DNA" in stable isotope probing to determine the active fraction of populations present during the degradation of aromatic and nitroaromatic compounds
