In my role as Director of Intelligence and Security University Research Enterprise at UMD Applied Research Lab for Intelligence & Security, I spearheaded the creation of INSURE, a consortium of universities aimed at advancing ARLIS's mission within the Department of Defense. By forging partnerships, capturing new work, and coordinating projects, I successfully acquired $35M in new contracts through the INSURE network, elevating our impact in the human domain.

Led the development and execution of policy for ARLIS operations, technical research management, and personnel management, resulting in a record-setting $500M contract vehicle for UMD/ARLIS. • Coordinated and supervised key personnel and program development initiatives.• Facilitated research collaboration and academic coordination with UMD offices and the INSURE consortium.

Solicited critical knowledge gaps and research requirements from potential consumers of Minerva insights, such as OSD Policy, Joint Staff, Combatant Commands, State Department, and the Intelligence Community. ▪ Managed a team of program officers responsible for multidisciplinary research portfolios from mechanisms of radicalization to stability implications of globalization and environmental change, to complex deterrence.▪ Successfully tripled the Minerva program in size to 66 projects totaling $123 million.▪ Counseled DoD Director of Basic Research and contributed assessments of quality, coherence, and balance of the $2.3 B defense-wide basic research portfolio, including Multidisciplinary University Research Initiatives (MURI).▪ Engaged in 50+ speaking engagements as a representative of the Department and Minerva program.
