• Manage the daily operations of the Procurement department including collaborating with other Procurement and Business Services departments and units across campus. • Provide oversight of all purchases to ensure compliance with the State and Institute procurement policies and procedures and oversee the purchasing reports and audits for State and University System Office. • Develop strategic goals for the Procurement department including process improvement ideas and a list of projects that are targeted for completion. • Oversee employee development by providing feedback on performance to staff and develop and monitor metrics to track and measure performance and effectiveness of the department. • Manage current procurement policies, procedures and programs with a focus on enhancing organizational value and efficiency; meet regularly with Internal Audit, Controllers Office, and executive leadership regarding procurement for their understanding and/or recommendations to enhance policies, procedures and develop, communicate and implement new/revised policies, procedures and programs as needed.• Responsible for the management, execution, and administration of complex high dollar value purchases.• Support Procurement department and units on campus by leading the team with a positive and people centric customer service approach. This encourages continuous improvements to maintain effective processes within PBS that align with and promote best in class procurement initiatives. • Led the design and functional implementation of robotic process automation (RPA) solutions for procurement processes, reducing cycle times and increasing operational efficiency.• Proficiency in Workday, Jaggaer, and Concur.

• Delegated the following Director of Purchasing tasks from March 2022 to present which includes reviewing and approving high dollar purchase orders, contract documents including signatures on contracts, amendments and renewals, and personal funds reimbursement exceptions.• Process owner responsible for approving all functional issues and improvements in Workday and all mass closures while acting as delegate for Director of Purchasing.• Manage purchasing activities including spend management and oversee personnel to support campus purchasing initiatives and ensure compliance with Federal, State and Institute policies• Oversee employee development including mentoring and coaching to help the team meet individual goals and enhance their strengths and weaknesses. • Develop training for campus stakeholders to improve understanding of purchasing policies and procedures and ease of making purchases in Workday.• Collaborate with campus units through regular meetings with key stakeholders to improve procurement practices throughout the Institute and increase understanding of policies. • Interact with other PBS process owners and EADI team for Workday process improvements including workflow changes, process enhancements, and report design.

• Negotiate contract terms and conditions, administer renewals and amendments to approved contracts, and review licensing terms to ensure Georgia Tech’s compliance with state and federal policies and regulations.• Facilitate the bidding process including working with departments to identify requirements and create specifications for IT goods and services.• Serve as procurement liaison with the ERP team to create improvements to the Workday system that increases efficiency for buyers and ease of use for department customers.• Engage with campus users and ERP team to troubleshoot within the Workday system.• Coordinate with ERP lead on migration testing, BP updates, report design, and other functional area improvements.• Backup the process owner by approving functional issues and improvements in Workday and mass closures acting as Director of Purchasing.

• Process requisitions within the Institute’s procurement system in a timely manner and monitor status to ensure that purchase orders are released to meet project schedules.• Review procurement activity within the labs and support groups to monitor conformity with purchasing best practices and compliance with all relevant policies and procedures.• Monitor the GTRI open encumbrances and close outstanding balances as appropriate.• Assist in the preparation of documents such as bid requirements, Scoop of Work, sole source justification and price reasonableness and procurement plans associated with large projects.

• Review and process routine requisitions and purchase order change requests.• Research and resolve problems relating to purchasing issues.• Assist to administer complex high dollar procurements in order to realize the optimum value for the campus end-user while in compliance with Federal, State, and Institute regulations.• Conduct data analysis and prepare reports to track purchasing trends.• Improve departmental communications; contributes to and supports departmental initiatives.
