Delivered wins that include NAVAIR (PMA-262/266) unmanned aircraft systems (UAS) program management; Naval Surface Warfare Center Crane (NSWC-Crane) for UAS development and testing; Department of State Diplomatic Pouch and Mail services; and Small Business Administration (SBA) for technical support services. Provide expert proposal management, writing, and production services to nationwide clients. MPS supports customers in the IT, business process outsourcing, defense, intelligence/counterterrorism, healthcare, architect/engineer, and environmental services industries. Directed all proposal and communications activities at FCi Federal. Helped the company grow in annual revenue by 116% over a 3-year period, facilitating a sale to PAE. Led capture and proposal efforts for $1.3B+ in potential new business, winning greater than $850M in new contracts (65% win rate on $100M+ programs). Helped FCi Federal win contracts in new markets, including the Department of State, Department of Justice, and Department of Health and Human Services. Wins included USCIS National Benefits Center (NBC) and Service Center Operations Support (SCOSS) and Department of State Visa Support Services (VSS). Managed all proposal activity and personally authored 60% of the proposal material. Developed streamlined proposal processes that minimized the resources needed and costs of bid submissions. In addition, helped develop FCi Federal's branding and communications strategy by creating marketing materials, developing website and social media content, and writing press releases and internal employee communications.

Provided expert proposal management, writing, and production services to nationwide clients. Projects included managing a $2B contact center operations proposal and producing a 250+ page technical approach for operating and managing the DOD GIG. Other MPS projects included programs for OPM, CMS, USCIS, USPTO, NIH, CIA, JIEDDO, and FBI.

Developed proposal management process improvements and provided mentoring and oversight of proposal managers, writers, and other proposal staff. Participated as a key member of capture teams in solution design and win strategy. Served as principal author on nearly all of Dell Perot Systems large bids during this time period, writing technical approaches, transition plans, and executive summaries. Authored multiple components for major proposal wins for programs with USCIS, the Nuclear Regulatory Commission, Rock Island Arsenal, the Department of Education, Centers for Disease Control and Prevention, and the Department of Transportation.

Provided proposal management, writing, and production services for more than 25 clients in the fields of information technology, engineering, science research, environmental remediation, and health care services. In addition to proposals, prepared technical manuals, reports, and public relations and marketing literature. Established multi-year relationships with clients such as Harris (60% win rate on more than 15 proposals), Northrop Grumman (100% win rate on 4 major proposals); and Kellogg Brown & Root (100% win rate on 4 proposals); and Perot Systems (primary writer on major data center/service desk outsourcing wins).

Managed and produced all corporate publications such as company policy manuals, proposals, marketing presentations, and brochures. Initiated company efforts to obtain ISO 9000 certification and co-authored company’s first quality assurance manual. Also formalized several aspects of the company's proposal process. This included developing an opportunity tracking system, instituting a document management system, creating a resume and boilerplate database, and developing a corporate style manual. Managed proposals including: IRS, Mainframe Maintenance and Support; Department of Justice, Records Management and Litigation Support (two procurements); GSA Schedule and GSA FAST; and Department of the Treasury, Data Center Operations and Systems Programming (two procurements).

Wrote seven user’s manuals for software and bulletin board applications developed by ASPI for the Department of Labor. Tested software during development stage and worked with programmers on enhancements. Self-performed all aspects of manual production including design, writing, graphics, and desktop publishing. Also abstracted over 200 books, articles, and pamphlets on workplace substance abuse for inclusion in the ASPI-developed, on-line Substance Abuse Information Database.

Supervised proposal and technical report production activities for a national environmental services company. Managed staff of 11 personnel including writers, word processors, and graphic artists. Served as proposal manager for major nationwide government contracts for DOD, DOE, and USEPA, resulting in more than $1 billion of new business. Also wrote and managed hundreds of commercial proposals and technical reports for clients such as GM, GTE, Texaco, and Du Pont. Responsible for overseeing corporate copy/fax center; developing a corporate style manual; maintaining project and personnel databases and document record keeping systems; quality review; and training staff in technical writing protocol and company service areas.
