Manage and develop the NETCOM CIRM program to mirror Headquarters Department of the Army (HQDA) Defense Critical Infrastructure Program (DCIP). Manage the Critical Asset Identification Process (CAIP) by collecting all Tier 1 TCA data from NETCOM subcommands and reporting to HQDA for Tier 1 updates and nominations. Oversee and participate in onsite CIRM assessments and remediation working groups for NETCOM Tier 1 TCAs.Provide and implement courses of action to protect critical Cyber network assets. Provide guidance in the protection of Global Information Grid (GIG). Ensure adequacy of the communications information contained in the Strategic Mission Assurance Database System (SMADS)Review and analyze input from supporting organizations and commands to develop a Risk Management Decision Package (RMDP) and/or prepare input to the supporting organization. Develop NETCOM CIRM policy and procedures for Government approval.Update and maintain all NETCOM Tier 1 and nominated Tier 1 TCAs in SMADS.Prepare and conduct all NETCOM CIRM meetings and briefing for senior NETCOM leadership.Identify NETCOM CIRM related manpower requirements.Support the planning, coordination, and execution of all aspects of the CIRM assessments.Conduct Vulnerability Assessments of NETCOM Tier 1 TCAs world-wide to identify shortfall in physical security and single points of failure.Recommend and maintain current mitigation and remediation statuses on all NETCOM Tier 1 TCAs in Core Vulnerability Assets Management Program (CVAMP) Database

Ensure NETCOM leadership has the ability establish and maintain communications at all Emergency relocation facilities. Work with various government agencies from Department of Homeland Security (DHS) to Department of Justice (DOJ) to establish emergency relocation facilities for NETCOM leadership and essential personnel. Manage resources and people involved in the COOP effort to assist in development and maintenance of the COOP Operations Plan (OPLAN) and program. Authored NETCOM COOP OPLAN along with developing policy and procedures to support NETCOM staff in the event of an emergency or implementation of the COOP OPLAN. Plan and coordinate COOP exercises and tests of the NETCOM COOP OPLAN. Develop COOP training for NETCOM staffConduct Higher Headquarters Assessments (HHAs) and Staff Assistance Visits (SAVs) of NETCOM subordinate command COOP programs. Work closely with NETCOM Emergency manager to ensure that COOP OPLAN flows and is integrated with NETCOM Emergency Management and Emergency Preparedness Plan.
