    The primary mission for Army non-tactical LMR infrastructure is to provide non-tactical radio communications in direct support of first-responders who operate and respond in the homeland Strategic Support Area (SSA) as defined by the U.S. Army Multi-Domain Operations 2028. LMR enables interoperable communications with appropriate federal, state and municipal (local) first responders who are needed to immediately mitigate emergencies and manage installation resiliency after an emergency of any kind. Non-tactical wireless communications are needed for force protection, public safety, installation management and homeland security; however, First Responders are given priority network access over all other LMR users.Duties include:(1) Centrally manage the lifecycle replacement procurement of all LMR infrastructure in accordance with the approved DA CIO G6 LMR modernization prioritization list.(2) In accordance with the approved DA CIO G6 LMR modernization prioritization list and the LMR subscriber unit BOIP, provide and manage all contracts for LMR infrastructure, services and procurement.(3) Install systems at Army installations that provide NTTR communications capabilities required to support first responders, emergency essential, and key/essential personnel in accordance with requirements documents and the approved DA CIO G6 annual priority list. (4) Provide the NTTR/LMR infrastructure. The Army’s NTTR/LMR infrastructure will be compliant with the National Telecommunications and Information Administration (NTIA) narrow-band mandate, follow Association of Public-Safety Communications Project 25 standards, and will be cybersecurity-compliant in accordance with the Risk Management Framework (RMF) or RMF reciprocity criteria. The infrastructure includes, but is not limited to: repeaters, controllers, servers, system management terminals, LMR dispatch consoles, logging recorders, network equipment and software critical to LMR operation.
