I’ve joined Global OSHA to support its mission to expand the availability of quality occupational safety and health training to workers worldwide. I’m collaborating with several of my former colleagues from the U.S. Department of Labor in providing a train-the-trainer format that is available anywhere in the world. In this role, I oversee former OSHA personnel and subject matter experts in the development and review of curriculum for instructor-led and online courses. This includes compliance with accreditation requirements. I also provide guidance and oversight for programs and partnerships as it relates to development and implementation of Global OSHA Training Centers.

As deputy director of OSHA national training office, I was responsible for the day-to-day oversight of training programs including courses presented by the OSHA Training Institute (OTI), administration of the grants program, management of the OTI Education Centers and the Outreach Training Program. I oversaw the development of training materials and curriculum for courses and programs for agency personnel as well as government and private sector partners. This included distance various learning initiatives, Webinars, and special training events such as FedWeek for government personnel. Development was done through the ADDIE Model, using development software programs such as Adobe Captivate, Articulate, and Camtasia. I directed the process for training evaluation for OTI courses, applying the Kirkpatrick training evaluation model and using SurveyMonkey to collect data. This process included reviewing course materials to ensure they were current and accurate and implementing revisions as necessary. I also oversaw OTI Directors, their subordinate instructional staff, and contract subject matter experts in delivery of OTI course curriculum and materials. This included initial and advanced compliance training courses on OSHA standards and enforcement. I also directed the review and revision of the agency training directive for compliance personnel.

In this role, I managed the agency’s public training programs, including the OTI Education Centers, the Outreach Training Program, the Susan Harwood Training Grant program, and Resource Center Loan Program. I provided guidance and oversight of the agency’s external training programs and developed long-range training plans for the office. In addition, I was responsible for the evaluation of training courses and initiatives for both OSHA personnel and external customers. I represented the agency in global training initiatives such as NAFTA Partnership with Canada and Mexico. I directed the solicitations for training grants and new OTI Education Centers.

I served as a program manager in the training office’s programs division, providing guidance and oversight of the agency’s external training programs. I developed long-range training and program plans for the office. In addition, was responsible for the evaluation of training courses and initiatives for both OSHA personnel and external customers. I implemented national OTI Education Center program in 1992, and oversaw the ongoing expansion of the program during the next ten years. I coordinated the agency’s initiative for accreditation of hazardous waste training. I was also responsible for conducting the annual training needs analysis for the OSHA Training Institute.

As senior curriculum developer, I developed training programs for agency staff and other safety and health professionals. This included courses on accident investigation, safety and health hazard recognition, and hazardous waste site operations. I identified training competency requirements and developed course learning outcomes. I developed course materials such as content, facilitator and participant guides, syllabi, presentation materials, and handouts. I participated in the development and delivery of training on IMIS system for tracking compliance activities.

I served as a safety and health compliance officer for the Cleveland Area Office. I conducted inspections of industrial, service, and construction industry work sites. I conducted accident investigations, including workplace fatalities. My emphasis was on conducting inspections in the manufacturing industry.
