Dr. Walther supervises the preparation of control technology assessments, environmental impact reports, health risk assessments, and permit applications for numerous industrial projects throughout the United States. Work at Sierra has included the performance of health risk assessments for the potential cancer risk and non-cancer chronic and acute health hazards from infill and other development projects located near roadways.

Responsible for air quality consulting services in southern California, including permitting, health risk assessments, hazardous materials assessments, toxic contaminant migration in porous media, and CEQA air quality impact assessments for industrial facilities and municipal solid waste landfills.

Dr. Walther developed and directed the company’s southern California air quality program, risk assessment program, environmental information management program, and special projects. He was responsible for conducting environmental impact studies for several energy projects, including a Mitigated Negative Declaration for the Miramar Energy Facility, a 46 MW simple-cycle combustion gas turbine intermediate load power plant, San Diego, California. He also prepared Environmental Resource Report No. 9 (Air Quality and Noise) for the Application to Federal Energy Regulatory Commission for Certification of Public Necessity and Convenience, Sound Energy Solutions Liquefied Natural Gas (LNG) Import Terminal, Long Beach, California (and Applications to the South Coast Air Quality Management District for Permits to Construct/Permits to Operate the three large water heaters, Selective Catalytic Reduction systems, storage tanks, emergency generator engine, and fire pump engines. Other work included preparing the public health, hazardous materials handling, air quality impact portions of Agriculture and Soils, Biological Resources, and Water Resources, waste management, and worker safety sections of the Application for Certification (AFC) for the 600 MW combined-cycle combustion gas turbine Avenal Energy Center proposed by Duke Energy North America, and the modernization projects at the Moss Landing and Morro Bay Power Plants of Duke Energy North America. He also directed and authored the offsite consequence analysis and prepared the risk management plan and Title V Federal Operating Permit for the South Bay Power Plant.Other projects at TRC included directing the development of emission inventories for several rail yards for The Burlington Northern and Santa Fe Railway Company (BNSF); and conducting landfill gas and air quality impact studies for several municipal solid waste landfills in California (including the 600 million ton Mesquite Regional Landfill).
