I am a member of the firm’s Government Contracts Practice. I have more than 42 years of experience in the practice of government contracts law, including issues of contract formation, negotiation of subcontracts, the structuring of complex private financing of government contracts, bid protests, preparation of complex claims, and the resolution of post-award contract disputes through litigation or alternate dispute resolution. My clients include major companies in the defense, telecommunications, information technology, financial, and health care industries.I have served as litigation counsel for multiple government contractors including two major defense contractors in disputes following weapons system contract terminations for convenience. In addition, I advise clients in the development of public private partnerships.For several years, I practiced telecommunications regulatory law and appeared before numerous state public utility commissions in hearings to open the local exchange markets for new entrants under the Telecommunications Act of 1996.I also served as pro bono counsel to the Government of Liberia in the drafting of a new procurement code and regulations and in the training of senior procurement officials from the Government's of Iraq and Afghanistan.
