Perspecta Cloud Integration Lead supporting National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite Ground Services (OSGS). Systems Engineering Manager Mr. Russell integrated enterprise architecture products and evaluated the industry offerings in a solutions and prototyping lab for InQuisient’s data management platform and NoMagic’s Cameo Enterprise Architecture product offerings. He documented installation guidance, identified required ports and protocols to be opened on production network firewalls, developed a 1-click product installation, and was the industry contact for integrating the product suite. Mr. Russell authored a white paper for configuring Windows 2012r2 application server resources to accommodate Remote Desktop Services for the initial deployment for 50 simultaneous users. Mr. Russell automated the program’s staffing process by soliciting and documenting stakeholder requirements and developed and deploying a Staffing Portal built on SharePoint 2010 with workflows for review and approval of candidates for positions on the program. The solution increased the efficiency and resolved issues of the non-automated process. Mr. Russell is a manager of early and mid-career employees. He performed employee onboarding, yearly performance assessments, merit planning, candidate interviewing, and HR actions for employees. He is the program manager and staffing manager for subcontracts and responsible for subcontract burn rates. To assist employees with obtaining entry level cyber security certifications, he teaches the site’s CompTIA Security+ class / group study. He performed audits of personnel deployed to the USCYBERCOM program to verify compliance with position requirements. Recognized by the Program Manager and received an award for performance on this critical response to the customer. Provided key COTS integration leadership for a six employee and contractor team. Performed installation and integration of cross-product family IBM COTS products (IBM Business Project Manager (BPM), IBM Cognos TM1, IBM Cognos Business Intelligence, Rational Focal Point, DB2, ILOG CPLEX Studio, ILOG CPLEX Enterprise Server). Developed engineering notes, mapped Commercial Off-The-Shelf software (COTS) capabilities to requirements, created the COTS product capability to system capability gap analysis, developed the Version Description Document (VDD), and identified risks to mitigate during execution of the system development activity. Successfully integrated and demonstrated critical product integrations and the ability for the products to function as a product suite. The integration activities resulted in a successful delivery to the customer. Recognized by Vencore and received a Team Special Recognition Award for providing the customer with a comprehensive analysis of the tool suite.

Led a six person Configuration Management (CM) team and responsible for software baseline management, software configuration management tools, defect tracking tools, software builds, Data Management, and Test Configuration Management. Mr. Russell met bi-weekly with the stakeholders, auditors, and oversight teams to review the current baseline status.

Led the Configuration Management (CM) build team and responsible for CM builds released to test environments. Led a project to develop a suite of tools to increase baseline stability and reduce the cost associated with merging software changes and authored one of the suite of tools in Perl. This activity resulted in a flexible, automated, streamlined process for incorporating customer changes into the baseline. Installed and configured Hudson, Sonatype Nexus OSS, and Apache Maven to support software build activities. Developed and presented lunch-time brown bag session on a new software merge tool suite resulting in merging efficiency gains. Control Account Manager (CAM) for CM LOE tasks. Recognized with a Team Excellence Award for implementing a tool suite to mitigate cost and schedule impacts of development and test organizations.

Mr. Russell was a Software Development Lead for three site Java EE development team ranging from 5 to 40 developers working on software increments from 18,000 to 350,000 source lines of code. His teams performed Agile-like 6-8 week development cycles with defect and technical support to software testing teams. For each software increment, Mr. Russell planned the content, developed the schedule, and allocated the resources. He coordinated the use of Free and Open Source (FOSS) and ensured adherence to FOSS licenses. Using Rational Software Modeler, mapped system requirements to software products and updated the Requirements Traceability Matrix to show the flow of requirements to the software methods invoked. As the Cost Account Manager, Mr. Russell was responsible for the weekly financial reporting including cost and schedule variance analysis, identification of risks, and the implementation of corrective actions. Mr. Russell was recognized with both Corporate Leadership Excellence and Special Recognition Awards for outstanding software development leadership.

Mr. Russell developed technical and process direction for the Product Integration (PI) Team on the P269 program. He chaired the Integrated Review Board and was responsible for reviewing and approving all software artifacts for completeness and adherence to requirements. Developed and provided organizational oversight for change requests and associated cost and schedule impacts for the requests. Mr. Russell developed the presentations for internal and external program audits. For a DHS Intelligence Product Dissemination Suite (IPDS) pre-proposal, Mr. Russell led the technical solution development including requirements and cost estimation. During the proposal response for IPDS, Mr. Russell led the technical volume development of the content management solution compliant with the stakeholder’s statement of work, requirements, and concept of operations. He was the proposal’s primary interface with industry and coordinated product requirements for the solution.

Authored the NGI Software Development Plan used for the response to a Request for Proposal. Initiated artifact decomposition of system threads for a Service Oriented Architecture framework and led and developed the SOA Framework response to a Request for Information from the customer (RFI). For the proposal, Mr. Russell developed the Commercial Off-the-shelf (COTS) software strategy that ultimately was implemented during development of the system.

Mr. Russell was a Segment Architect that provided technical and architecture direction for development and maintenance of a system consisting of C/C++/C# applications deployed to both IBM AIX Unix and Windows environments. Oversaw the deployment of software and Commercial Off-The Shelf software into production environments. Additional responsibilities included writing architecture white papers for new requirements and solutions to system issues.

Mr. Russell was the Software Lead and set direction and resolved technical issues for a three site virtual development program. He was responsible for leading the activity to re-develop and modernize an existing mainframe and Windows system already in production and deploying it as part of an existing 1.2M lines of code Windows and IBM AIX C/C#/C++ system also in production. To reduce impacts to cost and schedule, Mr. Russell authored a streamlined set of software design and implementation processes that allowed the software development lifecycle to be executed more efficiently with a lower cost to enter production.

Mr. Russell was the chief software engineer for a 1.2M line of code system and identified and mitigated risks to software, system, and process issues affecting the software development organization. Served as the chair person for the Software Configuration Control Board and was responsible for reviewing and approving all software artifacts for completeness and adherence to requirements. He served as the development organization’s primary interface to the program’s technical and cost reviews. Using program data and metrics, he documented and presented monthly defect capacity metrics to the stakeholder. As the chief software engineer, he also had the responsibility to coordinate software and database releases, including emergency fixes, to into operations. Authored development tools in C/C++, SQL, and Perl.

Mr. Russell was the Command and Control / Simulation lead and on the P470 program and a developer working for the Department of Commerce’s Data Capture System 2000 (DCS 2000). On P470, he developed technical assessments, prioritized defects work off, and software development and maintenance schedules. Developed software solutions and defect resolution in C/C++, SQL, and Perl and served as the Tier-1 support for all technical issues affecting the command and control software during system acceptance testing. On the DCS 2000 program, developed scanning and census forms batching control software as a program risk mitigation activity using Visual C++. Established a functional prototype for $70K to replace an inefficient $4M contractor developed system which resulted in a risk reduction and cost savings for the program.
