Since November 2013, Esther is serving as Director for Energy Derivatives Markets, from the Energy Department at the Spanish Regulatory Authority (Comisión Nacional de los Mercados y la Competencia, CNMC). On 28 February 2014, through ACER Decision AB nº 03/2014, Esther was appointed the Spanish alternate member of the Board of Regulators.Esther joined the newly created Energy Derivatives Market Department at the former Comisión Nacional de Energía (CNE) as Area Manager in 2007 and was promoted to Deputy Director at the end of 2008. Prior to joining CNE, Esther worked as consultant in energy and economic issues in the private sector.At the end of 2013, the merger of various Regulatory Commissions in Spain resulted in the creation of the CNMC. Within this process, Esther was promoted to Director for Energy Derivatives Markets from the Energy Department at the CNMC (position that she currently holds). This division is responsible for the REMIT implementation in Spain, the supervision of the electricity forward market (price formation, liquidity, agent’s behavior, etc.) and the supervision and final approval (“validation”) of several (capacity and energy) auctions in the electricity and natural gas sectors. This division is also responsible for analyzing the government’s regulatory proposals and develops CNMC’s own proposals on regulatory issues related to the development of market mechanisms both in the electricity and natural gas sectors. Esther is also member of the Technical Committee of the Iberian Electricity Market (MIBEL), regularly meeting with the Spanish and Portuguese financial regulator and the Portuguese NRA, and also attends the meetings of the Council of Regulators. Esther regularly attends and contributes to the work developed in the Market Integrity working groups (ACER/CEER).She has strong skills in economic analysis and microeconomics, as well as in monitoring of wholesale energy markets. She also has a strong background in finance.
