Chief of Party of the Clean Air Catalyst, a flagship program launched by the U.S. Agency for International Development that uses data to catalyze action on air quality in three cities: Indore, India; Jakarta, Indonesia; and Nairobi, Kenya.As the lead for this project I managed a global consortium of organizations that included the Environmental Defense Fund and five other partners. I also coordinated the efforts of the pilot teams and the consortium, which provided expertise in air quality management, air quality modeling, human health, communications, etc.The Catalyst is piloting an innovative data-to-impact methodology that focuses on three areas:- Building a common understanding of the sources of air pollution by addressing key information and data gaps. - Identifying Most Effective Action. Performing root cause and disruptability analyses to identify the most effective interventions to perform. Prioritizing pollution sources that disproportionately impact the well-being of vulnerable populations and women, as well as those that play a role in causing climate change. - Building strategic coalitions to ensure that the interventions are effective and sustainable.The budget is up to $20m over five years.

Leveraged NASA's Space Apps to encourage hundreds of people to solve this problem.- Co-led the development of EPA's Citizen Science Data Management Strategy.- Developed My Green Apps, a website to access hundreds of environmental apps from around the world.- Project Manager of EPA's 2008 Report on the Environment: Highlights Document, a 40 page document describes the nation's environmental condition using data from seven agencies.- Manager of EPA's Apps for the Environment Challenge (2011).- Deputy Director of EPA's National Dialogue on Access to Environmental Information. The process engaged EPA's customers and hundreds of staff to make EPA's data accessible and usable. Co-authored EPA's Information Access Strategy and EPA's Access Implementation Plan.- Developed Data Finder, a precursor to Data.gov that helped people find EPA's data sources.- Helped establish EPA's Data Analytics and Visualization Program by developing and managing a support contract, creating staffing plans and managing pilot projects.- Product manager of EPA's Platform-as-a-Service cloud offering from GSA, cloud.gov. Spun off the service to EPA's operations group. Clarified standard operating procedures, costs, roles and responsibilities.
