Lead teams of staff and manage external communications to states while facilitating advanced technical assistance and policy development in support of innovations to state Medicaid programs.

Lead strategic communications planning and analysis as it relates to CMS' efforts across all business lines in support of priority programs. The focus on outreach, education, and enrollment for the Health Insurance Marketplace involves coordination with all of the divisions and groups through the CMS Office of Communications and other components within the Department of Health and Human Services. Exclusively responsible for the development of meaningful metrics and dashboards for the Partner Relations Group that ensure appropriate reach to targeted demographics; identifying gaps, needs, and opportunities.

• Manage budgets and contracts for outreach, engagement and internal, enterprise CRM communications system (Salesforce.com).• Conduct research and analyze issues relating to the impact of eHealth programs and initiatives and the Insurance Marketplace to inform and assist Medicare and Medicaid beneficiaries through professional channels.• Develop and provide recommendations for change, improvement, resolution or further research to extend the use of Health Information Technology (HIT) to build strong provider support, enhance transparency and two-way communication between the agency and the HIT industry.• Develop and maintain liaison with healthcare industry leaders (physicians, nurses, social workers, pharmacists), providers, contractors, and other partners for purposes of ensuring that continuous improvements are made to CMS agency processes.• Serve as a resource person and subject matter expert as necessary in agency meetings on a broad range of eHealth and other program implementation concerns.• Assess agency policies and data development practices and recommend actions to increase usage of eHealth and the Insurance Marketplace by beneficiaries, providers, and agencies serving Medicare and Medicaid beneficiaries.• Ensure measures are taken to address and prevent or correct incidents and issues of harm or potential harm to beneficiaries.

Facilitate the development and lead the implementation of the organization’s strategy for influencing long-term health care policy, regulation, and certain legislation in the State of Maryland. Work closely with and lobby elected and appointed government officials, long-term care experts, advocates, and a wide variety of other related organizations. Direct and respond to regulation and policy initiatives through active lobbying of the Maryland State legislative and executive branches. Collaborate to develop and execute direct action organization and other communication campaigns. Manage and initiate collaborative projects and coalitions at the state, local, and Federal levels. Report directly to the HFAM President, Board, and work within member-based committee structure.

Establish and maintain an official relationship with Johns Hopkins University, governed by a MOU. Identify, recruit, and direct the efforts of a wide array of experts, clinicians, and consultants who help research and develop a Universal Patient Assessment Tool.Identify the most appropriate leaders within CMS and pro-actively collaborate with CMS.Present the Tool to targeted health care, government, and other leaders. Translate the Tool to a software/web-based format for field testing.Lobby Maryland state government and HHS to obtain a federal waiver for a mandated pilot test.

Communicate with a multitude of clients and coordinate directly with legislators, executive branch members, department staff, associations, and other lobbyists.Serve firm clients, including Emergency Physicians, CCRC Residents, Anesthesiologists, Otolaryngologists, and others. Assist clients with strategic planning, grassroots efforts, communications, and other operational support.

Responsible for promoting legislative portfolio including issues related to health care, pharmaceuticals, the environment, and transportation.Negotiate legislative positions with lobbyists, draft bills, and lobby other legislators.Participate in legislatively mandated health and environmental workgroups and a state task force.Resolve all constituent issues, maintain constituent database, and create and execute outreach campaigns.
