Performs a full range of human resources programs to a 1B medical center. Serves as the technical advisor and consultant to top management officials. Analyzes the broad implications of higher level authority, laws, rules, regulations, policies. Provides staff assistance, advice, and guidance to all supervisory levels on human resources management principals and techniques. Provide advice to management officials on the appropriate action to take that will be effective to accomplish objectives. First line supervisor for Recruitment and Placement as well the Employee/Labor Relations Section.

Responsible for the day-to-day operations for the Employee Relations section. Provided expert technical advice on various employee relations issues such as: the Federal Retirement System, leave and awards, as well as the Office of Workerman Compensation Programs dealing with on-the-job injuries and as well as long-term Occupational illnesses.

Supervised the benefit section with responsibilities of administering and overseeing the Workers Compensation Program, Retirement Benefits, Leave and Awards program, and the Personnel Compliance and Security Section (PIV)program. Planned, organized, directed and supervised all section of the benefits. Provided advisory services, assistance, and policy guidance to management officials concerning all aspects of assigned programs. Prepared statistical reports, briefings, and information papers for recurring and special reports. Assigned and monitored work of subordiantes with instructions on desired, anticipated problems encountered. Performed a full range of supervisory duties which included initiating, and recommending personnel actions, provided orientation and training to staff.
