Program Management and Coordination • Responsible for capacity development activity implementation, including personnel management at the local level and fostering partnerships and participation from provincial counterparts• In charge of the preparation of engineering related proposals and plans, activity designs, engineering report and other reports as required• Work closely with counterpart agencies in the planning and the implementation of the Program • Ensure the program implementation remains consistent with the Program Goal• Facilitates and coordinates Technical Assistance to the requirements of the project• Organise, facilitate meetings and maintain regular communication with provincial partners and other stakeholders• Ensuring functional partnership among project stakeholders • Monitoring of counterpart responsibilities and arrangements administration • Insure effective and efficient usage of office operation funds• Review financial reports prior to submission to the Head OfficeAdministration • Provide direction to the administrative and technical support staff • Ensure that the financial control of the project meets the requirements of AusAID and Government of the Philippines• Ensure appropriate financial disbursement and monitoring of operations fund • Oversee maintenance of the Program AssetsTechnical aspects • Assist in reviewing detailed construction plans and progress billings of road rehabilitation projects • Monitor rehabilitation and maintenance project accomplishments • Assist in the identification of training needs of the LGUs, and coordinate the implementation of appropriate training programs• Assist in establishing and strengthening planning procedures and institutionalising processes• Provide technical assistance in the field of engineering to provincial counterpart
