As Director, Strategic Development, developed plans, capabilities, and relationships to ensure future growth of GDIT in the competitive Homeland Security area, supporting the VP Borders & Maritime Security and the Director, Coast Guard Programs. This included work to evaluate, develop, and execute capture strategies, plans, proposals, personnel training for required capabilities, and team relationships, both within GDIT and with partner companies. Led the most successful effort in GDIT to develop PMI PMP and ITIL certified capabilities - fifteen PMP & over 60 ITIL certifications completed in preparation for the TISCOM Recompete ITIS project award $140M task win. Served successfully in multiple divisions as Director of Strategic Development in GDIT's National and Homeland Security (2012-2013) and Health and Civilian Solutions Division (2010-2012, 2014), including supporting GD IS&T (GDIT, GD C4S, & GD AIS) Top Ten efforts. Principal Technical Director for Coast Guard Programs, responsible for operational execution, growth, top and bottom line performance of $48.5M USCG Telecommunications & Information Systems Command BPA. Oversaw growth from 2001 (2 FTEs) to 2009 $XXM annual program, providing USCG Enterprise IT support. As Director of Strategic Development, led capture to replace with the GDIT EAGLE USCG Information Technology Infrastructure Services (ITIS) awarded 2009 ($140M).Recruited, hired, and managed more than 160 full-time personnel, including four program managers, seven project managers, and several subcontractors.

Anteon through General Dynamics acquisition and GDIT formation. 121% CAGRLed the wide variety of tasks under the USCG TISCOM $48.5M BPA for all areas of Enterprise-wide IT Service Design, Operations and Improvements, including Problem Management, Incident Management and Configuration Management. Specific projects executed included USCG enterprise migration to Server 2003, Exchange migration, Active Directory implementation, network engineering, Enterprise NOC implementation and operations, systems development lifecycle and project management methodology (SDLC/PMM) training and implementation, continuity of operations and disaster recovery planning (COOP/DRP) support, information security including certification and accreditation (INFOSEC/C&A), CGHQ intelligence web portal development, USCG Maritime Awareness Global Network (MAGNET) development, x.500 directory services, Telecommunications Manual development, Mobile Command Center, e-Coast Guard mobile connectivity, migration Tiger Team 2, Ship Arrival Notification System (SANS), National Security Cutter IT, Help Desk, Standard Image builds, Infrastructure projects and support of Coast Guard Intelligence System (CGISS), SIPRnet Management Office (SMO) and SIPRNET Help Desk.

Led long-term strategic planning of enterprise-wide communications portfolio for USCG: Internet, Intranet, Radio, and Advanced Communications Research and Development Project. Supervised planners, developed budget requests, acted as program and project manager through project realization, conducted internal and external marketing efforts during budget and implementation phases, followed up to correct system deficiencies and implemented new projects. Managed operating budget, research and development investment, and technology acquisitions portfolio. Projects included Communications System 2000 ($20M), VHF-FM Upgrade Alaska ($17M), CGDN+ ($12M/yr), Global Maritime Distress and Safety System GMDSS ($11M), Rescue21 ($611M), and development of the USCG Telecommunications Plan.
