The California Cancer Reporting and Epidemiologic Surveillance (CalCARES) is the state mandated population-based cancer surveillance system. Since 2012, The CalCARES program within the Institute for Population Health Improvement (IPHI), has partnered with the California Department of Public Health (CDPH) to manage day-to-day operations of the CalCARES. The CalCARES is a coordinated effort by the California Department of Public Health’s Chronic Disease Surveillance and Research Branch (CDSRB), the Institute for Population Health Improvement (IPHI), regional cancer registries, health care providers, cancer registrars, and cancer researchers throughout California and the nation. I am working closely with UCD technical leadership and CDPH directors providing expert project management and strategic initiative delivery to a wide range of technical projects and overall organization missions and goals. Within CDCR’s Enterprise Information Services/Systems (EIS) division, I led the rollout of the Career Technical Education – Media Evolution (CTE-ME) publicly reportable project, and the EIS support operations program development by working directly with EIS leadership, and project sponsors with the Division of Rehabilitative Programs (DRP) and the Office of Correctional Education (OCE). The project consists of a statewide roll out for 35 institutions of scalable, highly secure enterprise network and wireless access infrastructure, Virtual servers, approximately 3,500 new online accessible student workstations, and cloud and enterprise-based application resources that support the DRP/OCE vocational education curriculum. Within this publicly reportable project, I represent the project to the California Department of Technology (CDT) for oversight and compliance and to the CDCR Steering Committee. Using ITIL methodologies, I am working with all teams within EIS to develop their IT services, maintenance, and operation procedures, processes, and policies to support CTE and future educational programs and initiatives.Summary of Project Objectives:Rehabilitation starts when offenders arrive in prison. CDCR’s Division of Rehabilitative Programs (DRP) is charged with the rehabilitation mission through a variety of programs that facilitate a transition from incarceration to community life with a greater probability of successful integration with society. This proposal supports the directives of the Three-Judge Panel (3JP) Court Order CASE 3:01-CV01351-TEH and Assembly Bill (AB) 494 and AB 1019. AB 494 amended Section 2053.1 of the California Penal Code and requires implementation of literacy programs in every state prison that are designed to ensure inmates are able to achieve specific literacy goals upon parole.
