Ev has over 25 years of professional experience, which includes strategic technical consulting on legislative issues associated with the federal and California Clean Air Acts; securing permits for new and modified electrical generating facilities, refineries, oil and gas operations, and other industrial sources; developing Title V compliance programs for large industrial sources; and providing expert witness testimony in defense of US Department of Justice, US Environmental Protection Agency and state agency air quality enforcement actions. Relative to GHG reporting and control issues, he is currently providing technical and strategic consulting on the quantification of GHG emissions, preparation of GHG inventories, the design of cap-and-trade programs, the evaluation of GHG reduction measures, inclusion of GHG analyses and mitigation as part of new source/pre-construction permitting, and generation of GHG emission credits .
