International and Domestic Security and Surveillance Systems new business & program management – responsible for US, Middle East and North Africa and supporting Rest of World. Includes leading multiple State Police / Ministry of Interior pursuits exceeding $2B with multinational, multidiscipline teams and proposals exceeding 3,500 pages. Managed design, integration, deployment, export, and operation of large scale systems in austere areas that include command and control systems, heavy construction; long range cameras, radars, mobile surveillance vehicles, mobile command vehicles, high bandwidth communications, remote power, and client/server command center in less than 90 days with multiple subcontractors and suppliers around the world. In addition to large scale Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems integration activities, local portfolio includes client, server, web, and smart phone based integrated Command and Control products.

Tactical Smart Phone Systems – Responsible for long term C4ISR strategic pursuit in new product area / new market. Management of software development team, agile/scrum development of a portfolio of client and server applications, influencing customer requirements, developing strong, trusting customer relationships, identifying and engaging key decision makers, leading proposal and pricing activities, and positioning the company to overtake an embedded competitor base. Executed 3 major Army sponsored exercises: Joint Forces Command’s Empire Challenge 2011; Training and Doctrine Command’s (TRADOC) Network Integration Exercise (NIE) 11.2; and Arizona National Guard 860th Military Police Training. Led Strategic Planning workshops and training. Participated in CMMI IV audits/certification.

Production Infrared Imaging Systems - Responsible for the transition and production of military vehicle vision aids. Ramped from 0 to 650 systems per month in less than 4 months with a stable rate of 2,500 systems per month. Facilitated numerous lean manufacturing and supply chain initiatives across multiple manufacturing sites. Met unprecedented customer delivery needs while significantly increasing gross margin using demand flow, borrow / payback, teaming agreements, vendor managed inventory, and Kaizen events. Led teams of more than 100 contributors located in 10 states and 5 countries. Co-capture lead for competitive Drivers Vision Enhancement Family of Systems (DVE-FOS) ($1.2B IDIQ). Exceeded 2009 orders ($108M), sales ($77M) and income ($13M) with CAGR > 17%.

Integrated Sensor Systems – Led Homeland Security and Sensor Integration strategic pursuits. Managed multiple IRAD projects including sensor integration onto the Bradley Fighting Vehicle (BFV) technology demonstrators I, II, and III. Defined sole source requirements on CHECK-6® for military vehicles. Winning Capture Lead on Special Operations Command competitive Drivers Ground Mobility Visual Augmentation System (DR-GMVAS) ($250M IDIQ). Included design/delivery of 4 qualification ready bid samples (cameras, fusion, monitors, controls, cables, and instructions) in less than 6 weeks. Winning Capture Lead for Boeing competitive Future Combat Systems (FCS) Laser Warning. Solution was ½ the weight, ½ the power, and ½ the cost of the incumbent’s system. Brought BAE Systems to the number 1 military laser warning supplier in the world.

Laser Warning and CHECK-6® Systems – Responsible for managing the firm fixed price development and production of all BAE Systems laser warning and ground vehicle camera systems. Managed AN/AAR-47(V)2 laser warning production programs representing $20M per year in orders and sales. Oversaw system qualification, low rate initial production, and full scale production and delivery of over 7,500 units. Grew business from $5M to over $25M of orders per year in 4 years. Managed 12 IRAD projects to improve laser warning performance and position BAE Systems to win Army’s Future Combat Systems Laser Warning. Instrumental in offering performance improvement to US Navy to upgrade to the AN/AAR-47(V)2 system saving lives and capturing over $20M of development and over $200M in production programs to the company. Inventor of CHECK-6® rear view camera system leading to more than $1.5B worth of new business and becoming the primary growth area for the site. Managed 10 simultaneous programs including $20M firm fixed price developments and $100M production programs. Familiar with Federal Acquisition Regulations (FAR), International Traffic in Arms Regulations (ITAR), and export compliance. Consistently maintained high customer satisfaction while exceeding company financial commitments. Extensive experience with Earned Value Management Systems, Data Management, Program Planning, Manufacturing Resource Planning, Engineering Resource Planning, Scheduling, and other tools necessary for high margin program life cycle management.

AN/AAR-47(V)2 Control Indicator (CI) Development – Responsible for leading the firm fixed price development of the hardware and software for the CI. Led the Government approval of plastic cell phone component technology (as opposed to full Military components). Resulted in highly scalable, reliable, producible, and maintainable product. First obsolete part did not occur for 9 years. Less than 1% return rate. Scalable and generic enough that it was utilized in 3 other applications with only minor software modifications.

International F-15 Countermeasures Dispenser System – Managed development, test, and production of system as technical lead over our overseas development / manufacturing site. Maintained strong positive relationship between customer – McDonnell Douglas, St. Louis, MO, Tracor, and our overseas development / manufacturing site.

Responsible for program parts control, and standardization for all programs at Tracor. Held supervisory position responsible for recruiting, hiring, training, and developing personnel. Designed and deployed software for distributed parts control program. This was the first PC network based distributed work flow system at Tracor. (Object oriented before MS Windows.)

Responsible for the initial developed and continued maintenance of the primary avionics maintenance procedures for the 757 and 767 airplanes. Systems included Electronic Flight Instrument System (EFIS), Engine Indicating and Crew Alerting System (EICAS), Weather Radar, Instrument Landing System (ILS), Inertial Reference System (IRS), Distance Measuring Equipment (DME), and Automatic Direction Finding (ADF) systems. Inventor of Automatic Fault Reporting Systems utilized on all Boeing airplanes since the 747-400. System monitors data buses, looking for faults and anomalies. When found, fault codes are automatically radioed to ground maintenance station so that material and personnel are in place to resolve issues minimizing airplane down times.
