About Evan Larmand

For the past year at PHAC as a biostatistician, I have been applying my foresight expertise in the Risk Prioritization Initiative in the Data, Surveillance & Foresight Branch where I identified potential disruptions across different sectors (e.g. economic, environmental) and their potential impacts on a prioritized list of public health risks. In this work, I gathered evidence through literature reviews and subject matter expert interviews and used an array of qualitative analysis methods including thematic coding analysis, impact-uncertainty analysis, and cross-impact analysis. I synthesized this research in scenarios and technical reports and presented the results in workshops with public health experts. I also formulated future considerations for rapid risk assessments of emerging threats to Canadian public health.From 2021 to 2023 I was an EC-03 policy analyst at Policy Horizons Canada where I acquired my foresight experience on the Biodigital Convergence team. On this project I conducted research and analysis on emerging technologies that bridge the fields of nanotechnology, artificial intelligence, and synthetic biology and their potential challenges and opportunities to Canadian sectors and policies. This work is outlined in the Biodigital Today and Tomorrow (2022) report and has also supported the International Electrotechnical Commission's Bio-digital convergence standardization opportunities report. I also led cross-departmental workshops exploring the results of this project based on departmental priorities.
