Alternate Contracting Officer’s Technical Representative for $8M satellite-based tracking contract and $11M, 5-year system integration contract for installation, maintenance, and consulting services. • Program Management / Systems Engineering: Responsible for maintaining Earned Value Management System cost and schedule baselines and preparations for Acquisition Decision Events. Maintained Systems Engineering Plan and interoperability with Department of Defense systems. • Team Leadership: Verified and validated all system requirements, chaired Test and Evaluation Management Oversight Team, completed Test and Evaluation Master Plan approved by the Department of Homeland Security.

Oversaw Information Technology administration of 65 servers (Microsoft Windows Server 2003 for Active Directory, user files, email, and printer services), 1,100 computer workstations and 1,500 user accounts. Led 69 personnel, including remotely located detachments in 22-state Western Rivers region; managed $600K infrastructure budget. • Operations / Project Management: Immediately after Hurricane Katrina hit New Orleans, stood up continuity of operations in St. Louis for 150 displaced essential personnel and watchstanders. Got it up and running right away, took care of customer service requirements, and made it possible for operations to resume with minimal disruption.
