Micro-Assessment under UNDP HACT Framework of Ministries of AfghanistanInvolved in the Micro Assessment under UNDP HACT Framework of Ministry of Rehabilitation and Rural Development (more than $2 Billion Annual Budget), Ministry of Justice and other GIRoA ministries.My duties included:Meetings with Department Heads for systems understanding of budgeting process, payment mechanism, procurement and Internal Audit functions.Identifying gaps in processes and procedures and ensuring compliance with relevant applicable laws and regulations.Drafting Reports on my findings, observations and seeking management consensus.Reported Directly to director in respect of my observations and findings.UNOCHA Capacity Assessment.Involved in the UNOCHA Capacity Assessment of more than 43 International and local NGOs working in Afghanistan.My duties include detailed analysis of financial system of NGOs for identifying gaps in Financial management processes, budgeting process and Internal Audit departments. Findings of this analysis were forwarded to my senior supervisors and top management. Detailed interviews with key finance staff are also conducted by me regarding the gaps in finance functions.Further in order to ensure transparent and competitive procurement detailed procurement procedures, analysis for shortcomings (segregation of duties, conflict of interest) and compliance against the stated policies of NGOs is conducted by Me.Thorough analysis of human resources in order to ensure that transparent recruitment took place , salary policy, performance appraisal and capacity and career development are in place in NGOs.Compliance checks against the stated recruitment policies, salary policy, performance appraisal and training policy.
