This is accomplished through holding an annual fishing event for wounded military personnel in May in Port O’Connor, Texas as well as donations to veterans and veterans-based causes.

The Precinct 4 Constable's Training Division is certified by the Texas Commission on Law Enforcement, as a Licensed Training Provider. Our instructors are dedicated to providing quality TCOLE training and continuing education hours to the sworn personnel of any Texas law enforcement agency. Our curriculum is constantly changing so as to reflect the fluid nature of mandated state training guidelines, as well as, the ever present need for classes designed to address officer safety. All Precinct 4 training is free to any law enforcement officer. The Precinct 4 Training Academy is located at 330 Meadowfern, 2nd floor, Houston, Texas 77067. Captain F. David Escobar oversees the Harris County Precinct 4 Training Academy housed at the largest constable department in the nation and is responsible for providing continuing education to thousands of peace officers at the agency and across the State of Texas. Training courses include but are not limited to intermediate courses, crime scene photography, computer crimes investigations, new supervisor certification, field training officer certification and many more.

FamilyTime offers women and children temporary safe haven and intervention services to assist them in ending the cycle of violence. Non-profit organization. www.familytimeccc.orgFamilyTime’s shelter houses up to 38 victims of abuse and their children in a safe and nurturing environment. The women and children receive meals and childcare, as well as counseling, guidance and other needed services in preparation for transition to a more permanent and stable environment. The staff at the shelter is trained to provide assistance and referrals for education, legal, vocational and social services. The shelter is in constant need of baby items, linens, cleaning and household supplies, school supplies, paper products and medicine cabinet supplies.Opened in 1996, “The Door” continues to be the only all-inclusive shelter and crisis center in Northeast Harris County serving victims of domestic violence and their children. Each year FamilyTime’s emergency shelter serves more than 400 victims of domestic violence.

Captain Escobar serves as the East District Patrol Division Commander for the Harris County Precinct 4 Constable's Office. Some of Escobar's responsibilities include overseeing and managing area crime suppression, sex offender verification tracking, major incident and crime scene management, coordinating neighborhood watch programs, department presentations, and managing day to day law enforcement operations at the Precinct 4 Humble Station located at 7900 Will Clayton Parkway, Humble Texas 77338. Captain Escobar also serves as the East District Public Information Officer who proactively works with print, radio, and television news media.
