Before we can gain excellence in anything or simply better things, we have to fix what is broken. There are countless broken processes in the US which were OK at one time and now they don't function. They need to be fixed by the government or we will face systematic failure, citizen dissatisfaction, and symptoms with no known causes. This extends from banking to getting a license plate to the police training. Once being an example of a service society, today we struggle with basic functioning.
