Seeking to strengthen the role of the DR as the logistics hub of the Americas with a view to maximizing the potential between Qatar, the country with the highest per-capita income, and the Dominican Republic, with the highest rate of growth of the Americas. During his tenure he managed to organize the first-ever political consultations in 19 years of bilateral relations, preparing 8 new agreements for signature, creating and launching the Dominican Chamber of Commerce for the Middle East and North Africa (DoMENACham), and organizing the first Dominican Week in Qatar. Armed with feasibility and marketing studies, the stage is set for direct flights between Qatar and the Dominican Republic, so that Qatar can become the hub of Asian tourism to the Dominican Republic and for the Dominican Republic to serve as the logistics hub for Qatar in the Americas.

During my tenure, Dominican exports to the UK increased by 102% (2010-16) and tourism of UK residents to the Dominican Republic grew 95% (2012-18). Other results include:• Organization of seven "Dominican Weeks" to position the DR in the UK through academic, cultural, diplomatic and political events;• The creation in London of the Dominican Chamber of Commerce (DomCham);• Annual participation of Dominican government and private sector delegations in the London Produce Show (since 2014) and the Chocolate Show (since 2016);• A doubling of air transport capacity in regular and charter flights; and the integration of DR hotels into the reservation networks of Virgin;• Cooperation from the UK consultancy ARUP on increasing the resiliency of the DR to external shocks, in compliance with the 2015 UN Declarations on Disaster Response (Sendai), Finance for Development (Addis Ababa), Sustainable Development Goals (New York) and Climate Change (Paris), with initial funding from the EU and UNDP;• An allocation by UKEF of £750 million in export credits to support the participation of British contractors in DR public tenders;• An ambitious program for the interdiction of illegal substances between the UK Crime Agency and the Dominican National Directorate of Drug Control (DNCD);• New trading networks through the Fresh Product Consortium (FPC); and "Direct Trade", a network for aromatic and fine cacao exports to small batch chocolate producers;• Organization of Parliamentary visits to the DR in 2011 and 2016; and• Negotiation of new scholarship programs for postgraduate education with British Universities funded by DR’s Ministry for Higher Education, covering up to 150 students yearly.While in London, I served as President pro-tempore of the Central American Integration System (SICA, January-June 2014 and 2018).

Succeeded in electing his country for the first time as a Member of the Executive Board of UN Women (2011-2014) and the ECOSOC (2012-13). Registered the Dominican candidacy for a non-permanent seat at the Security Council for the elections of June 2018, leading to the first-ever participation of his country at the UNSC during 2019-20.Promoted political stability and economic development in Haiti; food and nutritional security; compliance with the Millennium Development Goals; preventing and mitigating natural disasters; achieving gender equality; and transitioning to renewable energy sources in order to adapt to climate change.Led the transformation of the Permanent Mission from a traditional diplomatic unit into a knowledge center, with information flowing both ways, to and from the key government decision-makers, thus generating local ownership for the legal and institutional reforms required for implementing the outcomes of UN events. Grants as well as concessionary loans were provided by the World Bank, the Inter-American Development Bank, the Central Bank of the Dominican Republic and UNDP, with technical assistance from UNCTAD and ITU.Led the various teams responsible for drafting and eventually implementing these reforms.Negotiated on trade in services, competition policy, electronic commerce and investment at the World Trade Organization (WTO), the Free Trade Area of the Americas (FTAA), the CARICOM-Dominican Republic Free Trade Agreement and the Central America-Dominican Republic Free Trade Treaty.Served as the main counterpart for IADB, UNDP, USAID and the World Bank for their economic development cooperation with the Dominican Republic.

• Prepared the research proposal presented to the US National Science Foundation on “Feedback, Hierarchy and Structural Exchangeability in the US Regional System”, under the direction of Profs. @Geoffrey J. In this position I wrote with the UNCTAD expert on services the project for a study of the Dominican service sector, with funding of UNDP and the Central Bank. This study served as the basis for the DR Schedule on Trade in Services presented upon my return from graduate school during the Uruguay Round of trade negotiations. In addition, I assisted in the preparation of the repayment schedules for the debt restructuring with the member countries of the Paris Club; maintained and updated the Dominican external debt tables, following ECLAC, IMF and IBRD methodologies; evaluated at UNCTAD and later started the development of a computerized debt management system, which was eventually installed 10 years later at the Central Bank after I became Viceminister for International Cooperation and Economic Reforms; and produced the debt statistics for the Bank's various reports.
