Overall leadership and accountability of the USAID FFP Apolou Activity in Uganda (in addition to being Chief of Party of the Resilience Challenge Fund Activity described below). With funding levels of US$41 million, the program reaches 310,000 beneficiaries in the hard pressed NE Karamoja region of Uganda. Considered a complex program adopting a multi-sectoral approach, Apolou aims to achieve systemic change in the governance, private sector, health, and livelihoods areas to bring long-term sustainable impact to its beneficiaries.

Strategic leadership of the US$5 million Resilience Challenge Fund Activity funded through the USAID Center for Resilience (in addition to being Chief of Party of the Apolou Activity described above). Focused on developing systems (at government, private sector, and community levels) around Livestock value-chains in the pastoral and agro-pastoral belts of East Africa.

Provided overall leadership to position CARE USA as a global leader in food and nutrition security, and to establish program excellence across CARE global in the area of FNS. The CARE USA Food and Nutrition Security team consisted of highly skilled professionals in the areas of nutrition, food security, agriculture, livelihood strengthening, value chains, markets, VSLA, WASH, and research & learning.Co-chaired the global CARE-Cornell Steering Committee on Resilience; the WWF-CARE Steering Committee on Environmental Protection; and Adviser on the Zero-Hunger Global Committee.Member on the USAID TOPS Steering Committee; and the CARE Global Climate Change Steering Committee.

Chief of Party of the world's largest non-emergency food security program reaching 4 million of the poorest beneficiaries. Program resources exceeded USD 250 million, and partnered with government, civil society, private sector, and over 50 national NGOs through whom 95% of delivery was channeled. Final evaluation confirmed this as one of the most successful programs worldwide reducing stunting rates by 4.5 percentage points per annum compared to a national average of less than 1% PP per annum, and a global average of 2.2 PP per annum of other Title II programs.

Chief of Party of the Title II Hibret Program, and Coordinator of all five rural field offices and programs. Annual budget managed was in excess of USD22 million comprised of cash and commodities, with staffing of just under 500 personnel. Grants managed included European Union, DFID, Austrian Government, Canadian CIDA, NORAD, and USAID. The HIBRET Program was a major contributor to the Ethiopian Government Poverty Safety Net Program.

Management of one of the largest “urban pilot programs” at the time, with an annual budget of USD3 million, reaching 35,000 of the poorest urban households in four municipalities in Bangladesh. Founder of the Bangladesh Urban Round Table comprised of key government officials, UN organizations, international NGOs, national NGOs, and important civil society individuals – successes included reshaping the Bangladesh Poverty Strategic Plan to include the urban poor which was previously missing.
