1. To provide professional advise, expertise and practical assistance to the staff of designated end-user divisions / departments in contracting strategies, reviewing scope of work, contractor pre qualification, completion of tender documents, bid evaluations, contract Negotiation, finalizing contract documents, contract controls and contract administration. 2. To manage teams to undertake the development and implementation of Build-Own-Transfer (BOT) and Build-Own-Operate (BOO) Proposals and Tenders and build partnerships with clients to meet needs and objectives in order to facilitate the securing of new and future projects for the Company.Major Duties & Responsibilities:• To monitor and review all aspects of PCSD functions on projects to ensure that the quality of the cost engineering, planning/scheduling and contract administration effort is in accordance with the established company procedures and expectations.• To supervise senior personnel and project teams in the preparation and presentation of cost and schedule forecasts and any other special project performance / status reviews as required. • To provide technical guidance, training and staffing support in cost engineering and planning/scheduling functions in all projects within a specified country area. • To work with management to prepare consolidated reports and address any specific problems or concerns related to individual projects and / or PCD staff functions.• To work with engineers to coordinate workload and staffing requirements.• To provide direct input to proposals, client presentations and contract negotiations• To interface with companies investment entities specifically for the development of BOT / BOO proposals.• To ensure that both EPC and O&M scope are clearly identified and complied with in respect to commercial, technical & contractual requirements.

Lead the service function for the Operations, Engineering, develop and implement plans and programs in order to achieve Technical proficiency in structural steel fabrication and fabrication of storage tanks, & service targets in terms of revenue, quality and effective customer’s service.Delivery of department's customer satisfaction index and retention targets, service sales and gross profit targets;Coach, counsel, discipline and motivate the team members to maintain healthy relations in the department with an aim to steer their efforts towards positive contributions for its goals;Review progress of service jobs on a daily basis to ensure timely and quality work and to resolve any critical issues or problems;Liaise with principals in an appropriate level to ensure proper communication especially with regards technical support, goodwill contributions and customer issues as they arise;Positively contribute to the overall objective of Aftersales with respect to the customer service index and profit objectives; and to the process of continuous improvement;Ensure employees follow up on personal Programme co-ordination ensuring continued stakeholder buy in and timely identification of risks and issues.Manage acceptance and hand-over from design and implementation into live operationEnsure required approvals and governance are in place at project initiationProduce project level reports and information that will be shared across the group executiveEnsure executives are communicated to effectively, managing by exception / escalationReview proposal specifications and drawings, attend pre-bid meetings, etc. to determine scope of work and required contents of estimate. Prepare and assemble other information to be submitted with the proposal, such as project organization chart, personnel resumes, unit prices, corporate safety information, price breakouts, quantities, schedules and insurance information.

Review proposal specifications and drawings, attend pre-bid meetings, etc. to determine scope of work and required contents of estimate. Prepare estimates by calculating complete takeoff of scope of work and applying labor units as applicable on a project by project basis. Soliciting pricing from qualified vendors and subcontractors to complete assigned work scope. Prepare and assemble other information to be submitted with the proposal, such as project organization chart, personnel resumes, unit prices, corporate safety information, price breakouts, quantities, schedules and insurance information. Maintain files of working documents as back-up for the estimate, including current information on prices from suppliers through direct contact, sales brochures, price lists, etc. Support other Estimating Unit personnel as required through assistance with computer work, preparation of one or more discipline estimates, etc.
