Sub-National Governance Programme is a £33.6 million DFID funded programme aimed at improving government capacity for effective service delivery, especially in the social sectors, by strengthening evidence based decision making and responsiveness to the citizens’ needs. The program also targets to improve governance, transparency, local accountability and promotes innovations to service delivery. I am responsible for delivery of following PFM-related outputs of the programme in Punjab province: • Development of a provincial PFM Reform Strategy with special focus on policy based, top down and performance based budgeting;• Designing of a Provincial Finance Commission Award for ensuring predictable, adequate and equitable transfers to local government under new local government legislation;• Assessment and strengthening of budget transparency and accessibility through the application of a transparency diagnostic and support to the implementation of agreed budget transparency reforms;• Identification, management and oversight of specific studies/analysis to improve the efficiency of resource use and/or improve provincial resource mobilisation (e.g. payroll audit, taxpayer survey);• Designing and conducting needs assessments to identify gaps in primary service delivery in education and health at district level to promote evidence based budgeting; • Public expenditure tracking, in consultation with Finance Department on budget execution issues. Review existing funds flow reports (e.g. PIFRA), augmenting where required with specific district-level work, and identify specific budget execution improvements. Preparation of guidelines and training materials on improved flow of funds;• Oversight and technical guidance to the District PFM Advisers, and capacity building on technical issues as required

Posted to the Department of Finance, Resource Wing with the following responsibilities: • Prepared Provincial Government Budget: Responsible for provision of information on Resource envelope and Resource generation possibilities / proposals (tax collection by Government almost quadrupled in nominal terms and doubled in real terms in my period ); • Assisted in preparation of Punjab Government’s case for 7th National Finance Commission Award; • Managed domestic and foreign debt of the Government: Periodic analysis of debt stock, debt sustainability and debt servicing etc. (Helped identify and recover overpayment of approximately Rs.4,000 million from Federal Government);• Developed cash plans of the Government and managed cash balances; • Prepared White Paper on Budget for five financial years i.e. 2009-10, 2010-11, 2011-12 and 2012-13 & 2013-14;• Contributed to development of Medium Term Fiscal Framework (MTFF) for Government of the Punjab during FY 2011, 2012 & 2013. • Contributed to establishment of Punjab Revenue Authority and development of Punjab Revenue Authority Act, 2012, Punjab Sales Tax on Services Act, 2012 and Punjab Sales Tax on Services Rules, 2012 (The authority collected Rs.50.0 billion last year as sales tax on services). • Prepared Punjab’s case for arrears of net hydel profit from hydel power generation in the province (province recovered arrears of Rs.27.0 billion for the period from 1991 to 2006)• Assisted in conducting a departmental strategic review of Excise & Taxation Department, Government of the Punjab;

Assisted in cleaning a large data set and prepared it for econometric analysis

Public Resource Management Program was US $130 Million ADB funded budgetary Support program for the Government of Balochistan mandated to undertake governance reforms and public financial management. My responsibilities in the program included: • Capacity building of staff of the Executing Agency on ADB Procurement procedures• Review of ranking reports as part of the process for hiring services of firms and individual consultant prior to final submission to ADB for concurrence to ensure that submissions were consistent with ADB Guidelines;• Facilitation to Executing Agency(EA) in negotiating contract arrangements and suggestions for best suitable mode of administering and monitoring contracts;• Review of draft contracts prepared by the EA and rendering advice in finalizing the contracts, including review of contract amendments prepared by the EA;• Maintenance of records of all contracts, certifications, payments and records;

Decentralization Support Program was US $ 235 Million budgetary support program for the Government of Pakistan including two Technical Assistance components worth US$ 30 million. The program was mandated to support decentralization reforms in Pakistan. As part of this program I was able get firsthand knowledge and experience of the local government system in Pakistan. Specifically I was responsible for: • Development of project proposals for public sector capacity building • Development of Training Module for Training of local government elected representatives • Procurement of consultancy services for implementation of projects under Decentralization Support Program. These included consulting firms as well as the individual consultants• Acting as Secretary to the Consultant Selection Committee• Prepared bidding documents, reviewed and analyzed bids and Technical / Financial proposals, contract negotiations, award of contract • Negotiated and resolved disputes during program implementation
