I am responsible for delivery of following PFM-related outputs of the programme in Punjab province: • Development of a provincial PFM Reform Strategy with special focus on policy based, top down and performance based budgeting;• Designing of a Provincial Finance Commission Award for ensuring predictable, adequate and equitable transfers to local government under new local government legislation;• Assessment and strengthening of budget transparency and accessibility through the application of a transparency diagnostic and support to the implementation of agreed budget transparency reforms;• Identification, management and oversight of specific studies/analysis to improve the efficiency of resource use and/or improve provincial resource mobilisation (e.g. payroll audit, taxpayer survey);• Designing and conducting needs assessments to identify gaps in primary service delivery in education and health at district level to promote evidence based budgeting; • Public expenditure tracking, in consultation with Finance Department on budget execution issues. Review existing funds flow reports (e.g. PIFRA), augmenting where required with specific district-level work, and identify specific budget execution improvements.
