The Agriculture Marketing Program (AMP) is a three-year USAID-funded program that follows on the successes of the ten-year USAID Commercial Horticulture and Agricultural Marketing Program (CHAMP). The program works in all 34 provinces of Afghanistan, focusing on increasing farm production and domestic sales through interventions aimed at farmers and agribusinesses.

Deputy Team Leader, (National, 60 pm over 5 years)Irrigated agriculture specialist /Irrigated Engineer The specialists will have a post-graduate degree in agriculture, horticulture or other relevant subject. He will preferably have 15 years of experience in irrigated agriculture, preferably within a south-central Asian context, and with transition from traditional flood irrigation to micro-irrigation, laser levelling and bed forming technologies, agricultural extension, and farm business management. Based inKandahar, the specialists will be responsible for:a. Team Leadership(i) Support the CPMO in the preparation of monthly, quarterly, and annual reporting obligations under the grant;(ii) Provide a point of contact between the AISC team, government CPMO and Kandahar PIU project management structures to coordinate activities of individual specialists;(iii) Assist in the preparation of annual work plans and associated budgets for consideration by the government and ADB;(iv) Assist the CPMO and PIU in the identification, design, preparation, and implementation of project activities;(v) Manage the inputs of specialist consultants engaged through the AISC contract and guide their activities to ensure inputs are timely and achieve their intended purpose; and;(vi) Other tasks agreed with the project management.b. Irrigated Agriculture(i) Review and strengthen agricultural extension and programming capacity of DAIL;(ii) Assess the on-farm agricultural technologies and practices, and identify improved technology and practices to be introduced;(iii) Lead the CPMO and Department of Agriculture, Irrigation and Livestock (DAIL) PIU in the selection of demonstration sites and partner farmers based on the prioritized crops, and the site visibility and access by other farmers;

Job Descriptions:Kandahar Community Development Project (KCDP):Manage the daily running of all aspects of KCDP and staff and ensure the objectives of the log-frame/proposal are achieved.Participate in the development of Serve’s strategy with Serve Leadership Team, and ensure the implementation of this strategy as relevant to KCDP.Ensure that activities are implemented according to the annual proposal and within the approved budget, regularly monitoring and reviewing progress and taking necessary actions as required.Make decisions for the running and benefit of the project within the scope of the annual plan and within the budget constraints with appropriate spending authorization levels observed.Actively participate in the annual project planning, budget and report writing meetings, and any other managers’ meetings and training that are organized.Ensure the preparation of all necessary reports, work plans, proposals, budgets, and ensure all projects are working according to their budgets and work plans.Ensure monitoring and evaluation of project work according to community development principles.Receive approval reports from Provincial government sectors, and share them with relevant government departments.Preparation and provision of quarterly, six-monthly and annual reports and submit to the Manager as required by government and donors in a timely manner. Under the direct supervision of the Regional Horticulture Coordinator, close collaboration with the Senior Orchard Management Officer and overall supervision of the Horticulture Coordinator, the Horticulture Provincial Extension Coordinator will do the following;• Provide enough guidance to Extension Workers and Farmers to carry out the activities of NHLP• Support farmers to select knowledgeable and trustable farmers as farmer trainer.• Provide guidance and supervision support on the Farmer Field school related activities. In addition, the Provincial Coordinator should also contribute and support the establishment of the CIG and preparation of the ESMPs.• Prepare schedule of training program for his province.• Close liaison with Monitoring &valuation, Soil and Water Management, Integrated Pest Management, Environmental Social Safeguard Framework, Gender and Capacity Building components of NHLP.• Liaise regularly with Provincial Agriculture Director of MAIL.• Provide close collaboration on NHLP activities with Provincial Agriculture Directors of MAIL especially DAIL extension unit and extension worker and contribute to building their capacity.• Hold regular team meetings with Extension Officers to discuss common experience and problems.• Provincial Coordinators support Extension Workers in identifying members and farming Farmer Groups in collaboration with CDC or Shura.• Monitor Farmer Field School, Common Interest Groups, FSC activities.• Train Extension Workers• Support ongoing communications with Shura/CDC and other regional or provincial organizations with an interest in the agriculture sector, including other donor funded projects and stake holders.• Any other task assigned by the senior supervisors.
