Francis heads the registry and securities settlements operations of Government Securities (GS) in the Bureau of the Treasury (BTr). His division operates the National Registry of Scripless Securities (NRoSS) system, which is the central securities depository and securities settlement system for domestic GS and BSP securities. He also provides specialist support to capital markets initiatives of the BTr. Prior to BTr, Francis worked at the regulatory unit of the Philippine Stock Exchange for 3 years as a senior analyst. His qualifications include a Diploma in Financial Markets Operations from the International Capital Markets Association (ICMA), where he was a recipient of the ICMA Programme scholarship. Moreover, he furthered his expertise by attending the Capital Markets Program at the George Washington University in Washington DC as an IFC-Milken Institute scholar.Francis holds a Bachelor's Degree and a Master's Degree in Business Administration from San Beda University. He is recognized as a Certified Associate Treasury Professional and a Certified Securities Specialist. He is a CFA® Program participant and has completed the Level 2 exam in September 2022 as a Regulator Scholarship recipient.
