CurrentTax policyI was able to successfully pass in the Mexican Federal Congress three major pieces of new fiscal legislation: mining, water, and non-tax (Rights Law) reform. I counted with the technical support from the World Bank (Jim Otto was the Lead Consultant) and the IADB (Emilio Pineda now Head of the Fiscal Affairs Department). The mining and water reform was a result of a comprehensive reorganization and a technical and expertise-led analysis of the sectors. These three accomplishments importantly increased public revenues, changed the incentives of users, and guaranteed a long-term sustainability and positive climate change impact. Lately I have developed a new approach to consumption and excise taxes with a health and gender perspective for the IADB.Expenditure PolicyI was able to reform the budget structure and the matrix both from a conceptual, operational, financial, and policy perspective. The Budget Matrix Structure is in use (as of March 2023) and dramatically altered the efficiency and impact of resource allocation to ministries, directorates, programs, and projects. I introduced, with the help of a Non-Refundable operation of the IADB, a budget for results approach to the public budget of Mexico City and implemented a M & E system report.Gender FinanceIntroduced the first fully gendered budget in 2007 in Mexico. I was entrusted by the Mayor to introduce a Gender Equality Program (GEP) in 2006 as a cross cutting strategy within the central government, public enterprises, decentralized institutions, and local governments in Mexico City as budget director. GEP was a pioneer in the LAC region and had an enormous impact by inspiring the introduction of a similar program at federal level, state and local level in both Mexico and countries in the LAC region as the IMF has acknowledged.
