About Fay Haffenden

I am a retired Fellow of the Faculty of Public Health and worked as a NHS Consultant in Public Health in Cambridgeshire from 1996-2012. During this time I did 2 part-time secondments to the Department of Health: between 2008 and 2010 I was the National JSNA lead and in 2004 I worked on the Children's NSF (National Service Framework) and the development of what has now become the Healthy Child Programme. I also worked as a Locum CPHM at Cambridgeshire County Council for a year in 2015, covering the Children's agenda and latterly JSNAs and a Health Inequalities Impact Assessment. I am currently Chair of Pinpoint (the Parent Carer Involvement Forum for Special Educational Needs and Disabilities). Until recently I was an active trustee of the British Dyslexia Association (BDA), and remain a trustee of the Peterborough and Cambridgeshire District Dyslexia Association (PaCDDA).In 2013/4 I did a consultancy for Hertfordshire County Council helping them to develop an All-Age Autism Strategy, having had a relative with Aspergers who sadly died a few years back aged only 60. For most of my time in Cambridgeshire, I was the Children and Families' Public Health Lead covering everything from screening, healthcare, the Healthy Child Programme and children with disabilities to 'Sure Start', 'Troubled Families', domestic violence, and teen pregnancies. For my last 5 years I also covered Health Inequalities and developed JSNAs for Children and Young People; Adults with Learning Disabilities; the Homeless and those at risk of homelessness; and Travellers. I got funding for a multidisciplinary Travellers Health Team and ground-breaking 'Working Together for Change' workshops with the Homeless, engaging them in developing priorities and services.

Pinpoint Cambridgeshire is the Parent Carer Involvement Forum for families with additional needs and disabilities. I became a trustee in December 2013 and Chair October 2016 - 2019. I have sat as a parent rep on the Partners in Commissioning group and Eastern Regional Parent Carer Forum for pinpoint www.pinpoint-cambs.org.uk I am also a volunteer parent with the Parent Partnership Service / Information Advice and Support Service; I trained as a volunteer Independent Supporter (IS) to support parents of children and young people in the Education, Health and Care planning process. This has been very interesting with 2 days of IS training and 2 days of Legal training on the Children and Families Act, the Code of Practice and the Health and Social Care Act. I have been a Trustee for PaCDDA (Peterborough and Cambridgeshire District Dyslexia Association) since 2012. www.pacdda.org.uk

I had been a trustee in the Peterborough and Cambridgeshire District Dyslexia Association for several years and in November 2015 was voted on to B.D.A. Management Board as a Local Association member. With a family of both diagnosed and undiagnosed dyslexics, I am passionate about raising awareness of the strengths as well as the difficulties faced by dyslexics and empowering dyslexics to achieve their potential in the education system, in the workforce and in life!

Developing An All-Age Strategy For Autism

Part time consultancy with Hertfordshire County Council to develop a Strategy for Autism - cradle to grave across all services. I worked with local staff, service users and families to bring together and build on a wide range of excellent services and developments, identify gaps and areas for improvement, and develop key principles, priorities and an overarching strategy. I also undertook a survey with the Herts Parent Carer Involvement Forum on the experiences in Herts of people with autism and their families and received a massive 450 responses. Based on this, discussions with professionals and reviews of services, I developed 7 strategic objectives as a framework for improving outcomes for those with autism. Local Task Groups are now developing action plans to move the strategy forward.
