Sous l'autorité de la Responsable du Service des programmes européens et de son adjoint, j'assure la responsabilité du suivi d'un portefeuille de programmes européens dans le cadre d'une convention signée avec une Région française, à savoir le Programme Interreg MED et le programme de compétitivité régionale Alsace.Ce suivi se décline en plusieurs volets :• la réalisation des contrôles de cohérence et la participation aux contrôles qualité certification requis pour la certification des dépenses ;• la gestion quotidienne d'une relation commerciale (appropriation de l'environnement des fonds structurels) ; • la tenue comptable et bancaire des comptes des programmes ; • la gestion d'une base de données interne et articulation avec les bases de données propres aux programmes clients ;• le suivi de l'équilibre économique de l'activité ;• la contribution à l'élaboration des tableaux de bord et des reporting d'activité.Je suis également amené à apporter un appui en cas de pic de charge sur les autres tâches du service notamment :• contrôler, traiter et suivre les demandes de paiements reçus ;• mettre à jour les données de dépenses et de paiement sur un outil dédié ;• intervenir sur la gestion des autres projets du service ne relevant pas des fonds structurels.

As National Authority representative for the Interreg 2 Seas Programme, I am responsible for the representation and the coordination of the French partnership in every Programme committees.These activities consist in communicating on the 2 Seas Programme and its procedures of intervention. Involved in the France Channel England Cross-Border Programme as well, I represent the Nord-Pas-de-Calais Region in all the relations with the Joint Technical Secretariat and the other participating regions covering the Programme's area. Representing the French partnership (Région Nord–Pas-de-Calais, Préfecture de la région Nord-Pas-de-Calais, Départements du Nord et du Pas-de-Calais, Syndicat Mixte de la Côte d’Opale) participating in the Interreg 2 Seas Programme, I actively contribute to the Programme Preparatory Groups meetings (PPG) as well as in all steering and monitoring committees organised within the frame of the 2014-2020 programming period. As such, I have organised meetings with different Programme's partners and other stakeholders.Beyond these tasks, I define and propose a common French position to defend in the aforementioned meetings, which are translated into these specific tasks: - Based on regular discussions and consultations, I am responsible for the development of an efficient coordination between the different institutional partners and actors involved in the Interreg 2 Seas Programme (including the different departments of the Regional Council within the framework of the projects' instruction).- Ensure the follow-up and the organisation of the First Level Controller to projects involving French partners, along with the FLC designation officers and the Joint Technical Secretariat.

In charge of the financial monitoring of a portfolio of a dozens of projects and clusters, I am handing over a financial officer's maternity leave. Among the diversity of my tasks, I'm responsible for monitoring, assessing, evaluating and auditing different INTERREG IVA 2seas funded projects. These activities are further developed through the implementation of cluster aiming at capitalizing on the almost closed 2007-2013 Programme. Shaped upon the ability of the different projects to maximise their experience, the Programme offered them an unique opportunity to exploit their expertise and produce a capitalisation exercise, around different thematic areas (23) such as:- Applied Research, Innovation and Business Support-Risk management in the context of Integrated Coastal Zone Management -Accessibility of the area-Social inclusionBesides this financial aspect, I have been appointed to develop tools to highlight the results of the capitalisation exercise to be communicated to different stakeholders such as: local citizens through publications, notes to the European Commission, ... All of these different communications represent keys to launch the next Programme as a genuine way to highlight the added value of the crossborder INTERREG IVA 2 seas Programme

Over the past year at the Joint Technical Secretariat on the INTERREG IVB NWE Programme in Lille, I have learned the skills needed to build a capitalisation strategy from the bottom up (identifying, exploiting and uptaking results to build a results-oriented Programme). I went on participating in the implementation of both internal and external publications (web-documentary), having collected, analysed, organised and disseminated valuable territorial data. These activities aimed at maximising the Programme’s impacts, representing a total budget of €355 million over the 2007-2013 programming period.I have provided the capitalisation officer with accurate macro-economic data to demonstrate the added value of European Transnational Cooperation in the NWE to policy-makers (at all levels). I have been highly involved in the teamwork but have also worked in complete autonomy, taking initiative on certain tasks. For example, I carried out the core activities of a project development officer, assessing a progress report, completing the monitoring report, and auditing the CCIA project in Cardiff.As capitalisation assistant, I was deeply involved in the call for extensions launched to promote the capitalisation exercise, meeting with projects and assessing their requests. This know-how has been compiled to push the results-oriented projects forward towards the future INTERREG VB Programme (organisation and coordination of five thematic capitalisation workshops).

In charge of the capitalization strategy of the IVB NWE programme (2007-2013) my task is to lead, under the direction of the capitalization officer, the elaboration of different reports regarding the consequences of the programme on the European citizens.

- Elaboration of reports related to employment in the Pas-de-Calais County. My task was to address this issue by identifying the problems the territory would face in the future, and figuring out solutions to improve the County Council Human Resources efficiency, along with French specific policies, implementing the strategies already developed by the different officers in place.- Constructing databases including all the different training available for people as regards their professional orientations.

- Evaluation of job shortages discrepancies in the County Council and providing solutions to enhance these issues (recommendations, brief notes, internal publications).- Regulatory surveillance on European policies regarding human resources matters (EU Directives and Regulations).
