Claims Consultancy, Contract Administration and Project Management

My roles cover all facets of Contracts Management & Administration, Risk Management and Project Management Services for Projects and Capital Development. My experience within this employment covers Roads, Sewerage, Treatment Plants, Drainage, Ports, Educational facilities, Hospitals and Health Infrastructural facilities, Commercial complexes and Relaxation facilities discharging the following:* Procurements i.e from project conceptualization stage, Estimates and budget preparation, Tendering and Tender evaluation and Contract Award advisory services.* Change Management involving establishing cost and time entitlements of change orders - design change and appraisal of other construction variation orders, appraisal of value engineering proposals, estimating and costing of alternative design and construction method options.* Cost Control involving cost-benefit analysis, life cycle costing, quantities and cost reconciliation and cash flow planning and management cost reporting and project governance.* Claims management & Administration involving claim appraisal for evaluation and entitlement, counterclaims, claims reporting and claims cross-examination.* Risk Management & Administration involving risk forecast and identification, recording, registering and evaluation, risk appraisal to identify the potential impact, weightage and likelihood for risk rating, identification of mitigation measures and reports for continuous risk review and monitoring.* Dispute Resolution & Conflict Management involving establishing strategies for dispute and conflict avoidance, the conduct of amicable resolution and engineer's determination, overseeing and directing dispute resolution process, proceedings and receiving parties submissions, cross-examination and invitation of expert witnesses or independent expert determination, arbitration advisory services.

I was responsible for the coordination of the Contract Administration cell of the company and oversew activities related to contract procurement, bidding, contract, construction & commercial management and administration of the company's contracts and sub-contracts. These involve: Change management and control, Preparation, Review and Recommendation of Contract Claims, Preparation of cost analysis of previous executed, and awarded projects to establish cost data for future estimating and cost options.Management of Procurement and bidding.Finalization and negotiation of contracts within management guidelines during the award. Establishment of costs of alternative design/construction methodology options during design development and at the project construction stage for presentations to clients for approval. Preparation and management of contractor’s project financial planning, cash flows projections for project financial health in anticipation of construction takeoff and during the construction stage. Attendance of technical and commercial meetings with project stakeholders and prepare minutes of meeting for management actions. Preparation of periodic (monthly) cost reports, progress reports, cost variance reports, cost checks for cost control purposes and to establish cost risks and potential cost overrun or anticipated final account/cost-to-complete.

These involve: Attendance of technical and commercial meetings with project stakeholders and prepared minutes of meeting for management actions. Preparation of periodic (monthly) cost reports, progress reports, cost variance reports, and cost checks for cost control purposes and to establish cost risks and potential cost overrun or anticipated final account/cost-to-complete.I took the lead in verifying and reviewing of government gazette, cost publications, and market and price indices for cost updates.I carry out staff appraisals and performance evaluations and management of team members under my supervision.I prepared and defended contractual claims for contractors' reimbursements for relief and compensation for loss and expense as below:claims for prolongation (cost-related and time-related), disruption, loss of opportunity, loss of profit, unrecovered overhead claims, and finance charges claim.I oversaw the gathering and compilation of lessons learned from projects, processes and procedures within my team and our roles.I prepared monthly invoicing on behalf of the contractor and applied for monthly certification of work doneI coordinated procurement for materials offsite, long lead items, offsite construction and subcontractors works including preparation of various types of agreements to support the awarded/contracted scopes recommending contract terms and conditions.I coordinated the program schedules, monitored program progress and slippages and planned for the recovery of lost times/milestones completions.I prepared final accounts to close out contracts and managed the release of retention and release certificates.I processed subcontractors' payments and managed their guarantee documents.

Led the team of Expert Witness in a Governmental Judicial Commission of Inquiry into all Contracts awarded between 1999 and 2007 in Niger State, Nigeria. This involves Technical and Physical inspection & Assessment of progress achieved compared with payments made on the various projects. The services I delivered included:* Contract and Project cost audit* Expert Witness to declare the level of departure from standard practice and non-compliance* Establishment of the level of overpayments, non-compliant and compromised practices regarding payments* Giving Evidence at Judicial sitting

Pioneered the Headship of the QS Dept. A major success was the delivery of 200 units of Duplex (Residential Housing Units). I joined the organization at the post-contract stage. My role involved Materials planning, procurement and allocation analysis. I was also involved in tracking overseas procurements, bills of lading process and reconciliation, coordinating the handling of the shipments and the delivery to the site.

Headed a regional arm of the organization. I managed the day-to-day affairs of the North & South West region, Nigeria. During my leadership, I actively coordinated the preparation of cost plans and business plans for the BOOT procurement method for the proposed Lagos State Commodity Market, Ikorodu, Nigeria, for circa One Billion Naira. I prepared the contract documentation & procurement of various business proposals. I deploy my management skill for business development and marketing the brand of the organization to source contracts/businesses. I oversaw the contract practice, construction & commercial management & administration and also the project management activities, as the Focal point for the Main Contractor outfit in the delivery of the Rockview Hotel Complex in Apapa and also the completion of the Refurbishment of the Nigerian Security Printing and Minting (NSPMC) office (facade), Lagos Nigeria and the Headquarters of the Independent National Electoral Commission, Abuja Nigeria.

Pre & Post Contract Management Consultancy services. My major achievement was handling the management of a quantity surveying and project management consultancy firm overseeing several governmental projects, oil and gas facilities, Borehole and rural electrification Infrastructures. My practical involvement was on cost plans and preliminary estimates of the permanent site of the Federal Medical Centre, Bida, Niger State. I later oversee the quantity surveying post contract services for the construction of the perimeter fence for the site.

Privileged to coordinate the contracts administration, construction & commercial management of civil engineering projects ranging from road construction - township roads and highways, borehole construction, bridges and culverts construction, rural electrification and residential estates. Remarkable was the successful construction and delivery of the Zaura bridge in Kano and a Couple of Housing estates particularly the ones for Nigerian Ports Authority (NPA) staff housing in Abuja, Nigeria - over 500 residential units. I also carried out an investigation on the contract/project to determine all the materials with quantities, that were used in the substructural construction of the residential unit for audit purposes.

Worked as a Project QS within a Contractor Organisation carrying out Site Measurements, Measurement and Valuation of Variations, Subcontract documentation and Management, Progress report, Cost control, commercial negotiation of claims, final account and closing of Contract. A major achievement is my active participation, as Contractor's QS in the construction and completion of High Rise Blocks of Flats for Stallion Estate, Wuse 2, Abuja Nigeria.

Worked as a Resident/Project Quantity Surveyor. I was responsible for the Post Contract Administration of the Construction of the New Library complex of the Federal Polytechnic, Nassarawa, Nassarawa State in Nigeria. I handled all services relating to Claims vetting, change management and reporting for the Contractor's entitlement. I also handled all progress valuations for interim payments.

Worked on the Pre-Contract Documentation & Procurement of the Contract for the Renovation of the Headquarters of the National Examination Council (NECO), Nigeria. My roles included preparation of Cost plans, preliminary estimates and project budgets, and establishment of Pre-Tender estimates for the job. I also worked on stock and inventory documentation, assets and facilities management of the stadia/sports facilities.

My role involved Site measurements, Quantities check, Subcontractor accounts management, preparation of payments for subcontractors and suppliers, and review and preparation of Variation orders including change management.

As a quantity surveyor within an MEP specialist contractor's organization, my role includes preparation of progress payment application, cost-value reconciliation, stock management for materials on and off sites and carrying out materials and labour price market surveys for estimating purposes.
