Head: It Finance & Commerce

Civic Centre, Cape Town

My profession focuses on Management of Technology (MOT), but I currently fill the position of finance manager for the IT Department of the City of Cape Town. Although I find this a valuable cross-over position for technology analysis and governance, my primary interest as technology analyst focuses on the sustainability, cost, legal and social dimensions of organisational technologies, Intellectual Property rights and associated technological innovations. I pursue a parallel career track. Additional activities involve, among others, pro bono work as innovation mentor where opportunities present themselves and fulfilling the role of technology innovation leader for the IT Department. I am an external examiner, study leader and supervisor for technology-based studies respectively at MBA and PhD levels , and have now enrolled for a BA LLB degree at UNISA - this to further explore the fledging field of (autonomous) technology and the law, law and the Internet (with a particular focus on Social Media) Intellectual Property (IP) involving technological innovations, as well as indigenous law combined with a strong interest in environmental law and sustainability. Specialties: Tracking the technological horizon and analysing new technologies, looking for breakthrough technologies from a sustainability perspective and thinking about technology sustainability in service of a circular economy; promoting technological literacy – in the interest of shareholders, society and the environment; helping organisations to understand the full life cycle costs (economic useful life to decomposition and reuse) of technologies; planning and implementing technology innovation management structures and processes; Intellectual Property for technological innovations; exploring legal implication of autonomous technology, Social Media and the influence of the Internet; multi-disciplinary research, writing & presentation.

Jul 1998 - Dec 2018

It Manager

Helderberg Municipality

I was the first and only IT Manager for the Helderberg City Council before it was usurped by the newly constituted City of Cape Town metropolis. This meant I needed to create from scratch an IT planning, implementation and support structure. With a small but dedicated staff complement I succeeded in rolling out this strategy in a relatively short period of time, even if I needed to keep it together on a shoestring budget. Due to the convergence of technologies, and my fledging interest in Management of Technology as a broader discipline, I convinced the City Manager to allow me a wider sweep at an analysis of all technologies typically found within a municipality – inclusive of vehicle fleets at engineering depots and X-ray scanners in clinics. And so was born my first submission of a tractate on the nature and extent of municipal technologies, and the management imperatives flowing from such. Vacating the post of IT manager I became a certified Total Cost of Ownership expert in the newly created City of Cape Town's IT Department, while I served at the same time as project leader and relationship manager. WIth one eye on my continued part-time studies I used the opportunity to write on financial management imperatives of IT developmental projects, and later developed a technology cost management competency index. All of this subsequently led to a PhD pursuing a better understanding of the macro tenets underlying all technologies. My field of study became Management of Technology and I continue to apply these insights as part of my portfolio of functions as financial manager for the City of Cape Town IT Department.

Jul 1998 - Dec 2005

Lecturer

Military Academy, South African National Defence Force And University Of Stellenbosch

Having spent my years of compulsory military duty in Namibia, the post of military university lecturer was my first real job. Although at the time it came with uniform and rank, I really enjoyed the academic ambience of the Military Academy, and the widely divergent nature of the military academic discourse that took place from lecture hall, through tea time to dinner tables. My duties were typically that of a university lecturer and I presented classes in Military Geography from first year to honours level. I particulary enjoyed presenting Geopolitics and also took the opportunity to complete part-time a masters degree in Geography, with my sole focus at the time on Geographical Information Systems (GIS). In fact, I subsequently replaced the outdated paper-based and manual techniques Cartography course with a course in GIS, which I developed in consultation with experts from strategic information centres in the South African National Defence Force. Alas, I needed to explore the real world of public sector management and after my marriage with a city-based lady vacated my post and moved to Cape Town.
