Develops policies, programs, and systems for increasing efficiency and economy of command functions and operations. Prepares and gives information and decision briefings to the Commander, the command staff, and representatives from higher headquarters and subordinate units. Provides continuity in directing the Commands financial and resource management programs. Provides guidance on, coordinates, and conducts a thorough review of program plans and program accomplishments. Coordinates, directs, and assists in management analysis reviews of command organizational entities and systems. Through review of reports of management studies, operational plans and accountability, exercises surveillance over operating and resource management program accomplishments. Provides technical expertise and guidance regarding the use of military accounting procedures, accomplishing the command decentralized budget programs, preparing the Command Operating Budget Execution Reviews as well as preparing onetime cost estimates and force structures actions. Assures the accomplishment of intra-program transfers of funds and periodic reprogramming at the sub and total appropriations levels. Continually monitors resource management program to ensure that optimum use will be made of available funds, manpower and other assets prior to the close of the fiscal year. Exercises and delegates fund certification authority and is accountable to the Commander for violations. Supervises the administrative operations and management of the Resource Management Office.
