Leesburg Town CouncilMay 2002 – December 2023 - Marty Martinez was elected to his first term on Town Council in May 2002 and served as Vice Mayor from July 2004 to June 2006 and was Vice Mayor until 2022. He is was the council's liaison to the following: Leesburg Parks and Recreation CommissionDiversity CommissionVirginia Municipal League's General Laws CommitteeMartinez has served on the Board of Directors for Paxton Campus.Martinez has served as the town's representative (Commissioner) to the Northern Virginia Regional Commission (NVRC),a regional council of fourteen member local governments in the Northern Virginia suburbs of Washington DC. NVRC is a political subdivision (a government agency) within the Commonwealth.Previously, Martinez served as the council's liaison to the Leesburg Thomas Balch Library Commission, Leesburg Economic Development Commission, the former Leesburg Information Technology Commission, the former Leesburg Cable Television Advisory Commission and the Leesburg Commission on Public Art. Before his election to Council, he served on the Loudoun County Parks and Recreation Commission as well as the Loudoun County Community Services Advisory Board.Originally from California, Martinez proudly served his country in the United States Air Force for over seven years. He has resided in the Town of Leesburg with his family since 1993 and is currently an Senior System Engineer with SAIC. He is active in the community, participating and coaching several youth and adult sports leagues and previously serving as a Den Leader for Boy and Girl Scouts. He has served as President and member of several school organizations and helped to co-found the Boys and Girls Club of Loudoun County and La Voz, a Hispanic Advocacy Group.Martinez has managed a Men's 35+ Baseball Team under Men's Senior Baseball League - DC.

Supporting new investment program for FAA

Senior System Engineer: Support the Joint Resources Council’s Executive Secretariat who manages the investment decision making process for the Joint Resources Council (JRC). Duties included providing support for the JRC staff, the Post Implementation Review (PIR), Quality Management and the Integrated Services Branch (ISB).Work with CSSI Task Area leads both as a facilitator and Subject Matter Expert in System Engineering and Operational Analysis to develop business plans to grow business.PIR support included reviewing an investment programs against baseline expectations after the initial deployments at an operational site, to coordinate logistics and scheduling for the training courses and workshops.

Worked on FAA's SE 2020 contract providing Data Gathering and Analysis for the the Flight Object. Work on several RFPs ranging from surfact transportation to aviation. Put together a Quality Review Board for Aviaition group.

Cost account manager for Integration team. Used Artemis to input schedules and tasks into an Integrated Master schedule. Created Staffing Profiles, Planning Templates, Basis of Estimates, Baseline Change Requests, and Variance Reports. Performed variances analysis on schedule and cost variances. Led integration efforts for products that included COTS and GOTS products, in transitioning from a development environment to lab test environments and to site acceptance tests. Coordinated scheduled and resources when troubleshooting operational issues. Work with product teams to resolve Discrepancy Reports. Led integration efforts to support verification and test for customer milestones requirements as products transition from development environment to an operational environment.

System Engineer V: Coordinated with FAA organizations while implementing a comprehensive Security Control document to meet FAA Internet System Security Plan requirements. Successfully completed several upgrade and technology refresh efforts, and established a comprehensive working relationship with both Air Traffic Control and Airways Facilities personnel at FAA field sites and support facilities.Member of a planning and implementation team to developed a twelve million dollar acquisition strategy that supported the FAA in a successful network technology refresh project that replaced all clients, fileservers, routers, switches, and updated LAN network configurations to seventy-eight FAA field sites and support facilities.Technology Refresh responsibilities included project costs analysis of all aspects (equipment, site surveys, integration, shipping/deliveries, installations and training) for strategic planning at FAA field sites, Air Traffic Control System Command Center, Volpe data center hub site and FAA test/training facilities.Led teams on site surveys and installations trips to the FAA field sites and worked with site personnel to update FAA Order 6110.11d, TFM-I Maintenance Manual. Supported technology refresh team, to create and document lessons learned that could assist future technology refresh or technology upgrade efforts.Created, reviewed, and/or implemented NAS Change Orders, and System Support Directives.Led the installation of FAA Traffic Flow Management system Runway Visual Range application, FAA Server/Client applications, and Operating System upgrades of FAA servers and client workstations at FAA field sites. This included working with Potomac TRACON site personnel, and contractors to install the largest single Traffic Flow Management WAN subscriber network. Duties also included installation and establishment of an ETMS site at Guam and Operating System upgrades at Honolulu FAA field sites

Consulted with Federal Aviation Administration program managers on high technology test equipment requirements for system maintenance and real time operational support.
