A Notary Public is an official of integrity appointed by state government —typically by the secretary of state — to serve the public as an impartial witness in performing a variety of official fraud-deterrent acts related to the signing of important documents. These official acts are called notarizations, or notarial acts. Notaries are publicly commissioned as “ministerial” officials, meaning that they are expected to follow written rules without the exercise of significant personal discretion, as would otherwise be the case with a “judicial” official.

Support of the Raytheon Verification, Validation and Accreditation (VV&A) Lead to develop system level Test Cases for the Self Defense Test Ship (SDTS) Pre-Flight Accreditation and Verification Plans supporting the VV&A of the Pre-Flight Predictions. This also included identifying data collection requirements for analyzing Anti-Air Warfare AAW Detect-to-Engage Performance.Co-authored a report for DDG 1000 DTB3-160 which was to assess the ability of DDG 1000 baseline design to meet Nuclear Weapons Survivability ORD requirements associated with Blast Overpressure, Thermal Radiation and Electromagnetic Pulse.Authored 10 Grooming and Test Procedures which provided step by step instructions for the DDG 1000 Shipyard Test Team for Stage 3, 5, 6, and 7 testing.Assigned to work a System Validation, Test & Analysis Directorate SVTAD initiative to develop the framework and content for a Test Optimization Guide. To ensure proper alignment the team developed an unambiguous definition of Test Optimization and identified aspects of Test Optimization throughout the program life cycle using Integrated Product Development System IPDS.

Assigned to the Advanced Concepts & System Architecture department under the Systems Design & Performance Center at Raytheon Missile Systems Tucson AZ. Supported a proposal for SeaBased Terminal (SBT) Program helping to design the Architecture to understand the U.S. Navy’s Missile Defense Roll as assigned by Ballistic Missile Defense Agency BMDA. Was also assigned to support the proposal for the Affordable Weapon System (AWS) Program helping to design the architecture to help the U.S. Navy support the Naval Fires mission. Supported the Multi-Kill Vehicle - Raytheon (MKV-R) Program helping to design the architecture to help the U.S. Navy support the BMDA.

Assigned to the DD(X) System Architecture Team, as a System Engineer in which I supported the architecture CPT to monitor the; requirement allocations, and requirements oversight as the Architecture Rep for the Requirement Change Review Board (RCRB) and the Engage Segment.Completed Six Sigma project on an Enterprise Initiative for Defect Containment Measurements which allowed for capture of metrics concerning volatility of requirements.Assigned to represent the Chief Architect for DDG 1000 on the Design Build Process Specification Working Group.Authored a white paper which described the definition and concept for Battleshort and Weapons Interlock for implementation on DDG 1000.

Commander Joint Task Force Southwest Asia.Supervised 6 Air Force Personnel in the Air Operations Center for Command, Control, Computers, Communications and Information (ADSI, SAT COMMS, HF COMMS, and UHF COMMS), tactical data link system (TADIL A, TADIL B, GCCS, ADSI and CTAPS) of the utmost complex Link architecture system in the world.Developed and implemented of Standards of Operation for both the Air Defense Systems Integrator and Global Command Control System.

Managed 36 personnel in the daily operation of Combat Information Center equipment. Operated and maintained surveillance and altitude radar, data link architecture (TADIL A/LINK 11, JOTS, TADIL J/LINK 16) identification systems and associated equipment.Directed activities of the ship's weapons department. Advised the Commanding Officer on weapons operations, capabilities and problems.

Fleet Activities Chinhae Korea.Supervised 21 personnel in three divisions.Managed operations budget of $107K and $1.2M of equipment and facilities.Provided communications (HF, UHF, and SATCOM), Electronic and computer maintenance and COMSEC support to the command, 13 tenant activities, various other U.S. Navy units and 200 Republic of Korea commands. Project manager for building a new communications center and relocation of all equipment and personnel.Managed a 50% drop in manning during this period, by re-prioritizing tasks, realigning personnel and working diligently with customers to share responsibilities. Maintaining Communications Improvement Memorandum (CIM) rate of below 2%, well under the Navy standard of 5%, while handling in excess 3000 message per.

Supervised 42 personnel in the daily operations of NTDS-CIC equipment including radar, sonar, electronic countermeasures (ECM) and communication equipment in collection, display, evaluation and dissemination of information.Takes and active role in the training and development of senior and junior personnel who stand watch in CIC.Assigned as the Division Officer for the Habitability Team while TEXAS was in RCOH. He researched, developed, implemented and monitored the entire self-help habitability program, which was made up of several different ratings. Established a baseline and a follow on training program to ensure that his people qualified to perform the various tasks of painting, removal of paint with compliance of EPA for the state of Washington, tile laying, locker and removal/installation.
