Key Process (Ownership/Participation): Involve annual headcount and recruitment planning. Keeps partnership with site HR managers and BU heads for recruitment initiatives. Maintain and develop various recruitment channels and activities to ensure adequate manpower supply to meet the requirement of the business.  Interview applicants and select candidates for final interviews by HR Director and department heads.  Manage all staffing and recruitment related affairs such as recruitment approval process, job descriptions, offer negotiations.  Implement creative Internet sourcing and data mining. Write excellent position descriptions suitable for Internet employment branding & building prescreening questionnaires.  Qualify candidates against position requirements and competencies. Help to drive effective interviewing and selection processes. Provides coaching and training to hiring managers to build/enhance their interview competency. Appropriately close recruits  Effectively manage candidate and internal customer relationships  Complete all legally required, staffing department & company required record keeping.  Participate in staffing process improvement projects. Other HR duties required from the company.

Responsible for / Establishing: Organize open positions placement activities, including job descriptions, advertisement, CV screening, interviews and evaluation of applications. Develop recruitment strategies to achieve required staffing levels. Meet with managers to develop specific recruiting plans. Direct the efforts of employment agencies and search firms to ensure their high quality of service. Develop and maintain professional relationships with university placement offices as a source to generate qualified applicants. Provide information on company operations and job opportunities to potential applicants. Screen and refer qualified applicants to hiring manager for interviewing.  Coordinate logistics and administrative activities for staffing process, such as interview scheduling, travel and lodging arrangement for applicants etc.  Conduct reference and background checks.  Maintain records on recruiting activities as required. Develop an appropriate salary proposal for new hire. Be responsible for new hire on-boarding process including file and social security transferring. Other HR duties required from the company.

 Take charge of employee communication process. Review and update policies regularly, then prepare related communication materials. Organize open positions placement activities, including job descriptions, advertisement, CV screening, interviews and evaluation of applications. Keep close interaction with searching vendor and manage their efficiency to make sure the hit rate. File papers and documents into appropriate employee files. Update HR data system with employee change requests.  Assist HR Manager on performance management process and keep record. Be responsible for new hire on-boarding process, including New Employee Orientation. Complete HR related reports accurately and submit by deadline. Assist to design either classroom instruction or self study materials depending on learning needs. Help conduct training evaluation, maintain training records and program schedules.
