Kathleen (“Kat”) Freeman is an experienced subject matter expert on data systems and management with extensive experience in business processes, applied information technology, and data analysis. Ms. Freeman is experienced in policy and technical aspects of data management and use, has extensive experience working for federal government clients, and serves as a leading national expert to communities on data management and uses of homeless data for policy, planning, and research.Focused on community capacity building, Ms. Freeman has experience in HMIS Lead agency monitoring and coordinated entry system evaluation. Translating policy into practice, Ms. Freeman has an extensive background in development of policies and procedures matched to performance monitoring frameworks related to IT system operations, privacy, security, and data quality. Ms. Freeman is versed in the development of data transfer protocols, complex data analysis and report writing, and research data collection protocols.  Ms. Freeman is the designer of the Client Access, Assessment, and Referral Experience Strategy (CAARES) mapping process, designer of the Coordinated Entry System Evaluation Framework, designer of the HMIS Lead Agency Monitoring Framework, and co-designer of the HMIS Self-Assessment Tool and Customer Satisfaction Survey.Ms. Freeman is an accomplished trainer and facilitator, including curriculum development. Ms. Freeman leads nationally recognized virtual teams focused on systems of care analysis and change, coordinated assessment for homeless services; data management system analysis, evaluation, and replacement; and data integration.
