I am a highly motivated, creative, reliable and versatile Internet Technologies specialist, systems engineer and software developer with emphasis on Internet resources, infrastructure and advanced networks, with experience in both the public and private sectors.Was the Chief Officer for .VE (Venezuela ccTLD) for 6 years from 2001 to 2007, growing the space from less than 5,000 names to over 70,000, achieved by a combination of technologies and policies so that the ccTLD could become the registry of choice for the country. Collaborated with .UY in the implementation of their SRS using ISC's OpenReg.Became the Director of Operations and Academic Network in 2007 where I led the team that re-organized and optimized the network traffic of the Venezuelan National Research and Educational Network - REACCIUN. Implemented the first services and networks using IPv6 and actively promoted the use of this protocol in the community.In 2009-2013, while working for Internet Systems Consortium, contributed to the drafting of 58 new gTLD applications which have received top scores during the initial evaluation process. As Services Director and system engineer, led the team that built the Internet Registry System from scratch to comply with ICANN's new gTLD program, which launched in 2013. In addition to Registry Services, was part of the team within ISC that managed F.ROOT-SERVERS.ORG and a large scale DNS services Anycast platform.In 2013, as part of Uniregistry's (later known as UNR) asset purchase of the ISC' Registry Services Platform (RSP), became its Chief Technology Officer, where we successfully launched its TLD portfolio. Led part of the team that built a world-class registrar platform, acquired by Godaddy in 2020 in use by Uniregistry.com and Brandsight.In 2021, as part of Tucows' asset purchase of UNR's Registry Services Platform, became Tucows Domains Vice President of Engineering, where I'm currently leading the technology team that operates OpenSRS, Enom, Ascio and Epag, as well as Hosted Email platform and its newly acquired registry services platform.I have many years of experience with community-based organizations, such as ICANN, LACTLD, LACNIC and CLARA.
