I consult on a variety of projects from mixed-use developments in urban areas to FEMA recovery in rural communities. My contributions to projects are anchored in creative partnerships that fuse the community’s voice with Placemaking to improve people’s experience of place and quality of life, grounded in a sound understanding of federal policy.My primary focus is on helping small jurisdictions, with limited resources recover from FEMA declared disaster. I combine by FEMA policy expertise with an attention to the complex issues around social vulnerability. My clients are able to do more with their recovery dollars through understanding the connections between climate change adaptation, disaster preparedness, disaster recovery, sustainable community planning, systems design, infrastructure upgrades and community driven initiatives. I specialize in the Robert T. Stafford Disaster Relief and Emergency Assistance Act, the Code of Federal Regulation, Title 2, Part 200 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and Title 44 - Emergency Management and Assistance, Part 9 Floodplain Management and Protection Of Wetlands. I advise clients on the post-disaster declaration Public Assistance program as well as 406 and 404 Hazard Mitigation Grant Programs. I approach disaster recovery and hazard mitigation in a way that allows my clients to simultaneously maximize their federally eligible reimbursements while aligning their recovery with existing pre-disaster comprehensive planning efforts that creates co-benefits through fiscally responsible project alignment.
