Strategic planning and environmental evaluation for facilities construction and revitalization of existing facilities to meet the mission needs for Army Garrison. Scope and Coordinate projects with planning and engineering to assure all schedules and costs are on time and within budget. Work as team lead to ensure plan is dynamic in nature to accommodate the changing needs of mission command.

Direct multiple concurrent design & construction projects in accordance with the contract plans, specifications, special provisions, standard operating procedures, applicable codes, acceptable engineering principles and practices and established technical procedures. Ensure Compliance with local, state and federal safety and health standards.Coordinate projects with other State, Federal, and Local agencies to assure all required approvals and permits are in place prior to the construction phase and ensure Contractor(s) are complying with all regulations and permits during construction. First level of contact with contractors, suppliers, property owners, State, Federal, and local agencies during construction. Lead junior level engineers and technical staff associated with projects. Issue directives; negotiate, prepare, and recommend contract change orders and professional service contracts. Prepare cost estimates during project scoping & design phases. Assign design tasks, review work for content, accuracy, and quality. Implement project schedules; prepare labor requests, monitor budgets & track expenditures using budget and cost control methods to ensure projects are delivered on time and within budget. Apply value engineering to identify cost savings and performance improvements.
