Dr. O’Neill joined the IBSS Team in 2021. He is a scientist, contracts capture specialist, program manager and team leader with metric driven and measurable success delivering results for several clients that include NOAA Fisheries, US Army Corps of Engineers, State of California, State of Hawaii, commercial partners, and academic institutions. With 30 years of professional experience, Dr. O’Neill currently manages a $50M portfolio as part of the IBSS Management Team. Dr. O’Neill believes in investing in people, and is part of a dedicated, talented and mature team focused on delivering only the highest quality service for all of our clients. Our team is passionate about delivering creative and efficient solutions, leveraging our deep IT experience and bringing those core capabilities to bear on issues of data governance, standardization, and interoperability for NOAA. Sustainability and resilience are watch words for our entire team which are deeply invested in green energy, the blue economy, and human dignity. Dr. O’Neill graduated with a Bachelors of Arts in Biology with Honors from the University of California at Santa Cruz, and a Doctor of Philosophy in Marine Biology with High Honors from the University of California at Santa Barbara. He is based on Oahu, Hawaii with roots in San Francisco, California.
