Colombia

I am leading an independent campaign with the goal that all actors in the Colombian society built "Digital Colombia, a Country of Knowledge"​ through conferences, workshops, seminars and specialized consultancies in certain cities and departments (territorial regions), and also through social networks (Facebook, Linked In, Twitter, MySpace, Xing, Sonico, Hi5, among others). Also, I am organizing strategies to launch and consolidate "Santander Digital, aimed at a Department of Knowledge", including the governorship and its 87 municipalities as a State, the education sector (both universities and educational institutions -private and public-), research centers, the productive sector and its unions, and organized civil society in NGOs such as foundations, corporations, associations and cooperatives, among others, in addition to the ordinary citizen. I also advise the Governor of Antioquia for the same, with the aim of making this region (125 municipalities) a Department of Knowledge.

It is the third most important office in the Ministry of Communications of Colombia, responsible for Social Policy of the Information and Communication Technologies (ICT) and Digital Inclusion of all Colombians. Under my management, my initiative, leadership and coordination were initiated digital literacy projects, appropriation and use of ICT.I lead, coordinated and managed the development of the National Policy for Digital Territories (Digital Municipalities, Cities and Departments) for Colombia, which was adopted in the National Development Plan 2006 - 2010, and today is a top priority of the Ministry of Communications and is running with significant results. It started the project "Medellin Digital (www.medellindigital.gov.co) as a Pilot Project for Colombia. It also launched the Digital Cities and Municipalities of Manizales, Sincelejo, Buenaventura, Turbo, and Tumaco and start the Digital Departments of Risaralda, Atlántico, Chocó and Huila.

Development of Integrated Information Systems. Audits and Financial Analysis. Manager Evaluation Methodology and Results Management and its implementation in the City of Pereira.

I participated in some 35 national bids, several of which we were awarded. Later in his performance, I coordinated the installation, configuration, implementation and after sales service of more than 2,800 computers with their peripherals in State institutions in the cities of Bogota, Cali and Pereira in Colombia.I coordinated and participated directly in the assembly of more than 700 computers.One of the most important business under my direction, was the international tender for $10 million dollars (at that time) with the Ministry of Education in the year 1997, for the provision of 650 IT classrooms in technical colleges of Colombia. In the same year, we installed more than 2,000 computers in network for colleges officials of the 13 municipalities of the Department of Risaralda, within the Plan for Improving the Quality of Education in Colombia, then providing all the support.

As Head of the Technical Division of the Comptroller of the City of Pereira, I coordinated and participated directly in tax audits on various projects to expand infrastructure into telephone lines and changing telecommunications technologies of the Public Enterprises Pereira, among others important responsabilities.By my initiative, I coordinated the network systematization of the Comptroller of Pereira (importan city of Colombia), simplifying information and communication technologies, in most of the processes and procedures, which led the institution to have the best cutting edge technology in all the country's comptroller.

I coordinated the formulation, implementation and monitoring of various projects for the Education, Health, Aqueduct and Sewerage, Sport, Recreation and Road Infrastructure for the 13 municipalities in the department of Risaralda, main department of Colombia's coffee region, between which was the project for co-financing, with the aim of systematizing of the official colleges of all municipalities in the Department of Risaralda, with all their studies, which was approved by the National Fund for Social Investment Cofinancing, FIS. The project was defined as the first pilot scheme of systematizing of public colleges of the country by the Ministry of Education of Colombia.I made the project of the Telematics Network of Risaralda, which was not approved for lack of vision and political will of the rulers of that time.

I led the organizational transformation of this area of the Governorate of Risaralda. I presented the project "Joint Venture for the Machinery Bank of the Department of Risaralda" through which it made radical changes in management of these processes, although the project was not implemented in its true dimension. This project was subsequently taken over by the governor of Antioquia, who actually is the current President of Colombia Alvaro Uribe Velez, who has adopted several aspects of my studies and of the project.

Important areas of job performance from 1982 to 1992 as a Mechanical Engineer: Consultancy and Advisory in several industrial companies in Medellin (Colombia) in different fields of Electro-Mechanical Engineering such as: Redistributing of plant; Expansion of the Production Plant; Implementation of New Processes; Optimization of Production; Industrial Process Automation with electro-pneumatic and hydraulic controls; Participation, as Coordinator, in assembly machinery; Design and Assembly Hydraulics Process, Pneumatics, Steam, Refrigeration, Centralized Lubrication Systems, Networks for Water and Compressed Air; Design Maintenance Programs and replacement of machinery, equipment and tools, and also Participation in Assembly of Industrial Plants, as Coordinator or Supervisor.

COLANTA (Dairy Cooperative of Antioquia) is the main exporter of milk products in Colombia, placing the country in the third place of the largest exporters in Latin America, after Argentina and Uruguay.As Maintenance Supervisor Engineer, I participated in the assembly of machinery and equipment for the processing of dairy products like yogurt, cheese in different varieties, milk powder processing, among others. I also participated in the expansion of the Production Plant and its adaptation; in the implementation of new processes; the construction of water network, steam and compressed air; in the adaptation and modernization of the water treatment plant. Fitting a new boiler, as well preparation of the Maintenance Plan, among others.

I worked in the development of a new Confocal Microscope with Biophysical Research Division of the University of New Mexico, which project was done in colaboration with the Institute of Molecular Biology of Moscow. My Knowledge of the Russian Language, as well as my engineering background, have made me an essential bridge to the success of the project, supported in the interpretation of drawings and translation of technical manuals, as in the management of instrumentation.

In my years of my youth, I was a leader of student group through the Student Council of the Higher Technical Institute (Instituto Técnico Superior de Pereira), where I studied my high school, and I Coordinated for the Department of Risaralda Youth Groups and handling Press, from 1972 until 1976.
