Provide proposal support for Sumaria Systems, Inc., on a part-time basis

Program manager for nine programs supporting the Electronic Systems Center and Headquarters Air Force Materiel Command (HQ AFMC) offices at Wright-Patterson Air Force Base, OH.Responsible for the proposals; overseeing scope; tracking of cost, schedule, and performance; and final preparation of the deliverables. Supervised staff: interviewed and recommended staff, gave performance reviews, and recommended salaries and bonuses for the Sumaria personnel supporting these programs. Completed all programs under budget with only two deliverables requiring correction and resubmission. All customers reported high satisfaction for the services provided.Was involved in business development and proposal writing and management at both the Dayton Region and Corporate (Danvers, MA) levels of Sumaria. Served as the proposal manager for Sumaria Systems’ Electronic System Center Professional Acquisition Support Services proposal, for which Sumaria was awarded a contract. Functioned as the Dayton Region’s quality specialist for the corporate ISO 9000 program and wrote quality assurance/control plans for proposals and projects.

Provided program management/program control and portfolio management support services to the Communications Directorate of HQ AFMC. Had oversight of all the projects within that organization and was responsible for guiding the Program Managers to ensure all the appropriate acquisition process phases and reviews were scheduled and performed and all required documentation was developed. Assisted personnel in the development of Capital Investment Reports (CIRs). Provided requirements for the development of the Enterprise Information Technology Data Repository (EITDR), in which all Air Force management information systems must register in order to be funded, and helped train people in its use. Participated in multiple Integrated Process Teams (IPTs).

Served as a senior computer systems analyst for the Requirements Program Management Office and was an active participant of the Requirements Systems Division's Software Engineering Process Group (SEPG). Initial focus was to define the software quality assurance program and its processes and procedures to be used by all organically developed and maintained systems within the Requirements Systems Division of the Materiel Systems Group (MSG) at Wright-Patterson Air Force Base, Ohio. This program was designed to be in conformance with the Software Engineering Institute's Capability Maturity Model for Software. Led the implementation of this program within the Requirements Program Management Office and served as the software quality assurance manager of that office. Participated in the development of the Materiel Systems Group’s Organization’s Standard Software Process and provided training to promote understanding and acceptance of the program by Software Factory personnel.

Served as the project manager and acquisition support manager for the Job Order Cost Accounting System II, a UNIX and Oracle based Defense Finance Accounting Services system which was used at numerous Air Force locations and had a project development/support staff of twenty-eight, made up primarily of contractors.

Oversaw the development of four financial data systems and the surveillance support of an additional four. Had supervisory responsibility for nine government employees and oversight responsibility of seven contractors at Wright-Patterson Air Force Base, OH. In addition, responsible for the oversight of funds expended for the Job Order Cost Accounting System II that was subcontracted to Eglin Air Force Base, FL, and included a staff of one civil servant and twenty-one contractors.

For the first four years of this time period, performed the normal duties associated with a programmer/analyst position. Systems supported were first the Security Assistance Management Information System (programming languages used were COBOL and NATURAL; database management system was ADABASE) and then the Central Procurement Accounting System (CPAS) (programming language used was COBOL; database management system was DATACOM). For the latter three years, performed quality assurance followed by configuration management responsibilities for CPAS. While serving as the lead configuration manager, 100% of the configured items were released without error.

Served as the only computer specialist on a ten-person team responsible for special requirements analysis and research projects for the Air Force Logistics Command. Programming language used was FORTRAN IV.

Responsible for the development, instruction, and management of courses to train computer personnel in data automation techniques. Programming languages used were COBOL and COMPASS; database management system used Record Manager; operating system was SCOPE.During this time developed a career progression guide and corresponding training matrix for Air Force Logistics Command's data automation personnel.

Assistant to the Chief of the Data Unit of the Civilian Personnel Office (CPO) at HQ Air Force Logistics Command, Wright-Patterson Air Force Base, OH. Responsibilities included the management, operation, maintenance, and data integrity of the personnel automated data base system from the user's perspective. Used the provided database management language to create adhoc reports required by the CPO and to make mass changes to the database.

Responsible for the development, instruction, and management of courses to train computer personnel in data automation techniques. A major accomplishment within this period was the co-development, with one other instructor, of a seven-week course approved by the Civil Service Commission as a formal training program to upgrade the technical proficiency of more than 450 personnel. Programming languages used were COBOL and COMPASS; database management system used Record Manager; operating system was SCOPE.

Performed the normal duties associated with a programmer position and also with those of a system analyst. Programming languages used were two versions of assembly code (for IBM and RCA computers) and COBOL.
