In this role I have led the project management and documentation of the current Western Health Women’s and Children’s Services Model of Care in preparation for the commissioning of the Joan Kirner Women’s and Children’s Hospital in 2019. The Model of Care encompassed Maternity, Neonatal, Paediatric and Gynaecology services. Stakeholders were both internal and external to Western Health including Consultant Specialists, midwives, nurses, hospital administration and management, Melbourne Primary Care Network, GPs and Maternal and Child Health.

Frances has lead the design, implementation and evaluation of the Western Perinatal Emotional Health Program, targeting identification and treatment of mental health issues in women during pregnancy and the postnatal period in the West Melbourne metropolitan region.Responsibilities include:- Developing the strategic direction and detailed design of the program through in-depth stakeholder consultation- Developing detailed project plan and monitoring implementation progress against plan- Implementing design through extensive organisational change management with stakeholders at all levels including midwives, obstetricians, maternal & child health nurses, mental health clinicians, Melbourne Health and Western Health management executives - Managing $1.3 million budget- Implementing universal antenatal emotional health screening at Sunshine Hospital for use by over 150 midwives and delivered to over 5500 women birthing at Sunshine Hospital per year- Implementing and managing team of 5 mental health professionals and administrative staff to deliver a mental health service co-located within Sunshine Hospital Maternity unit- Designing and providing education and training in perinatal mental health and screening to over 300 health professionals- Creating and improving the perinatal mental health system in the West by forging relationships between Sunshine Hospital and community mental health supports- Leading the evaluation of the program through detailed design and implementation of data collection processes
