Francis brings many years of experience to the QEI team in the areas of Transportation Design, Construction Management, Pavement Management, and Pavement Design/Evaluation. Mr. Nelson attended the University of Illinois at Urbana-Champaign where he received his Bachelor of Science in Civil Engineering in 2000 and his Master of Science in Civil Engineering in 2006.Mr. Nelson currently serves as a Senior Project Manager for QEI's Midwest region in charge of managing various projects and personnel to provide clients with the best quality product possible. Mr. Nelson’s extensive project background has provided him with technical and administrative experience dealing with a broad client base, including state Departments of Transportation, U.S. Department of Defense, Federal Highway Administration, transit and toll authorities, railway agencies, local municipalities, and private contractors. His diverse technical expertise incorporates the inspection and design of countless roadway and airport pavements, in addition to transportation design, erosion control and landscape design, environmental permits, project management, construction management, pavement management systems, professional development training, utility coordination, and consultation.Mr. Nelson has knowledge in the field of construction management where he was responsible for inspecting construction projects for quality assurance, including concrete and asphalt paving, underground utilities, bridge construction, and interstate highway construction. Additionally, Mr. Nelson has extensive knowledge in the field of pavements where he has served as an engineer in charge of pavement inspections, quality control for pavement video inspections, updating and customizing pavement management databases, performing pavement analyses, conducting pavement evaluations and designs, and compiling literature reviews for research projects on both airport and roadway pavement management projects.
